Ministry of Housing and Urban-Rural Development: Cultivating pilot cities for intelligent construction to promote the transformation and upgrading of the construction industry

Recently, the Ministry of Housing and Urban-Rural Development issued the "Notice on the Collection and Selection of Intelligent Construction Pilot Cities" (hereinafter referred to as the "Notice"), and decided to collect and select some cities to carry out intelligent construction pilot projects, and play a leading role in promoting the transformation and upgrading of the construction industry and promoting high-quality development in an all-round way.

It is understood that this pilot adheres to the working principle of "overall planning and adapting measures to local conditions", and has arranged four mandatory tasks of improving the policy system, cultivating the intelligent construction industry, constructing pilot demonstration projects and innovating the management mechanism. It also provides four tasks of building an intelligent factory for parts and components, promoting technological research and development and transformation of achievements, improving the standard system, and cultivating professional talents for local governments to choose independently based on actual conditions.

According to the "Notice", in terms of improving the policy system, the focus is to issue policy documents or development plans to promote the development of intelligent construction. Publish and implement effective incentive policies in land, planning, finance, finance, science and technology, etc., and form a list of replicable experience.

In cultivating the intelligent construction industry, the focus is to build an intelligent construction industry base, improve the industrial chain, and cultivate a group of general contracting enterprises with intelligent construction system solution capabilities and supporting enterprises such as construction, survey and design, equipment manufacturing, and information technology. Develop new industries such as digital design, intelligent production, intelligent construction, intelligent operation and maintenance, construction robots, and construction industry Internet, and create an intelligent construction industry cluster.

In the construction of pilot demonstration projects, the focus is to build a batch of intelligent construction pilot demonstration projects in a planned way, promote the integrated application of industrialization, digitization, and intelligent technologies, effectively solve practical problems faced by project construction, achieve quality and efficiency improvement, and play a leading role in demonstration.

In terms of innovative management mechanism, the focus is on building a digital supervision platform for the construction industry, exploring building information model (BIM) construction application approval and BIM drawing review, and improving the management system for the delivery, review and archiving of digital results of engineering construction. Support the docking of the basic platform of the City Information Model (CIM), explore big data-assisted decision-making and supervision mechanisms, and establish and improve the construction market and project quality and safety supervision mode suitable for intelligent construction.

The person in charge of the Construction Market Supervision Department said that by promoting pilot cities to establish an inter-departmental collaborative promotion mechanism, a replicable and popularized intelligent construction policy system, development path and supervision model will be formed, which will provide experience and reference for the comprehensive promotion of intelligent construction. At the same time, accelerate the in-depth integration of the construction industry with advanced manufacturing technology and new-generation information technology, realize the digital management and control of the whole process of project quality, safety, progress, and cost, and promote the quality and efficiency of the construction industry. In addition, through the creation of intelligent construction industry clusters, a number of new industries, new formats and new models will be spawned, and a new engine of local economic development will be created.
