Chongqing launches pilot project of prefabricated farm house construction, subsidy 500 yuan per square meter

Recently, the Chongqing Municipal Housing and Urban-Rural Development Committee and the Chongqing Municipal Bureau of Finance issued the "Notice on Carrying out the Pilot Work of Prefabricated Building Farm House Construction" (hereinafter referred to as the "Notice"). The "Notice" proposes that Chongqing will vigorously develop prefabricated concrete structure and prefabricated steel structure (non-light steel) farm houses, innovate construction methods, and improve the construction quality of farm houses and the level of building energy conservation. By 2025, Chongqing will build a batch of livable demonstration prefabricated farmhouses with "safe structure, modern functions, local style, and green environmental protection". For farmers building prefabricated farm houses for their own living and self-use, the municipal finance will subsidize an average of 500 yuan/square meter according to the construction area.

The building components are produced in the factory, and then brought to the site for assembly, and the construction is completed like building blocks - this is prefabricated construction. Prefabricated buildings are the representative of new building industrialization and an important measure to promote energy conservation and emission reduction in the construction process.

In terms of key tasks, the "Notice" proposes to build demonstration projects, carry out pilot demonstrations, and support the preferential use of prefabricated concrete structures and prefabricated steel structures in newly built villagers' settlements, homestay areas and other projects, and high-standard construction demonstration model projects. Improve the standard system, formulate technical guidelines for the construction of prefabricated farm houses, and improve the technical system of prefabricated concrete structure farm houses and prefabricated steel structure farm houses.

In addition, a standard atlas of prefabricated farm houses should be compiled, the integrated design of prefabricated farm buildings, structures, equipment and decoration should be promoted, and generalized, modular, and standardized design methods should be promoted. Promote general project contracting, and encourage prefabricated farm houses to adopt a general project contracting model that integrates design, procurement, production and construction. Explore the establishment of contracting, subcontracting management, project cost, quality and safety supervision and other systems that are compatible with the general contracting of prefabricated farm house projects. Promote the complete decoration of buildings, and implement the integrated design and coordinated construction of the complete decoration of prefabricated farm houses and the main structure.

The "Notice" proposes that Chongqing will, in accordance with the principle of "mainly funded by farmers and appropriate subsidies from the government", the municipal finance will provide appropriate subsidies for the construction of prefabricated concrete structures and prefabricated steel structure farm houses, and provide appropriate subsidies for the construction of farm houses for farmers to live in and use themselves. For farm houses, the municipal finance will subsidize an average of 500 yuan/square meter according to the construction area. For enterprises (individuals) to build commercial prefabricated houses such as homestays, the municipal finance will subsidize an average of 200 yuan/square meter according to the construction area. For prefabricated farm houses subsidized by municipal finance, except for the foundation that can be cast or built on site, other main structural components (beams, columns, floors, internal and external wall panels, stairs, etc.) should all be assembled on site using factory-produced components.

Chongqing also encourages financial institutions to open up green channels for projects and enterprises that build prefabricated farm houses, encourages financial institutions to provide instalment housing loans to farmers who build prefabricated farm houses, and encourages insurance companies to set up and provide quality and safety insurance for prefabricated farm houses.
