Beijing Municipal Commission of Housing and Urban-rural Development: During the "13th Five-Year Plan" period, a total of 360,000 new prefabricated affordable housing units were built

Recently, the Beijing Municipal Commission of Housing and Urban-Rural Development stated that, reviewing the five-year changes in the capital, improvements have been made in improving the standard system of affordable housing construction and improving the living quality of affordable housing. At present, Beijing's affordable housing has achieved 100% coverage of green buildings and residential industrialization. Up to now, a total of 360,000 new prefabricated affordable housing projects have been built.

Complete and standardized system of construction standards for affordable housing

Since 2017, Beijing has successively issued the "Beijing Public Rental Housing Construction and Evaluation Standards" (local standards), "Beijing Shared Ownership Housing Planning and Design Livable Construction Guidelines", and Beijing Rental Housing Construction Guidelines (Trial)". A complete standard system for the construction of affordable housing in Beijing has been formed, and basic requirements have been put forward for the overall planning, supporting facilities, individual design, and interior decoration of affordable housing projects, which have become the main basis and important guide for standardizing the design of affordable housing.

In 2021, the "Guidelines for the Planning and Design of Livable Construction of Shared Property Housing in Beijing (Trial)" was revised, and the 2021 version was released, fully integrating the "three-child" policy, and proposing new measures such as vigorously advocating the refined design of multi-bedrooms.

In the same year, in order to solve the problem of high entry threshold for affordable housing, Beijing issued the "Notice on Refinement of the Size Requirements for the Door Threshold of Affordable Housing", which reduced the height of the door thresholds of affordable housing from the common 50-80mm to less than 35mm.

In the "Beijing Rental Housing Construction Guidelines (Trial)" released in 2022, apartment-type rental housing was proposed for the first time and its definition and building types were clarified. It has distinct Beijing characteristics, and also provides more options for renting for new citizens, young people and other groups. Advocate the concept of small home for everyone, enrich the public areas and auxiliary housing facilities, facilitate the living of tenants, and improve the living experience of tenants.

Expert think tank strictly controls the planning and design of 420,000 sets of affordable housing

Since Beijing established an expert review system for affordable housing planning and design schemes in 2014, the housing security department and the planning department have organized experts to conduct a joint review of the affordable housing planning and design schemes. Focus on the review of urban design, general layout, landscape greening, building monomers, apartment design, prefabricated buildings, and full decoration technical solutions. Strictly check the design and implementation of construction standards, and basically eliminate the design schemes such as "inner patio", "deep groove", "small window" and "bunker balcony" that are criticized by the masses. Since 2017, the city has organized experts to review 248 times, and reviewed 264 affordable housing projects of various types with 427,000 units (rooms).

Affordable housing takes the lead in achieving two 100%

In 2017, all newly built affordable housing adopted the new standard to implement prefabricated buildings. Established the implementation path of affordable housing industrialization with the core content of interior decoration industrialization, structural industrialization, and the application of green energy-saving and environmental protection technologies, helping Beijing to be recognized as the first batch of prefabricated building demonstration cities in the country. So far, Beijing has taken the lead in realizing the "two 100%" full coverage of green building action and housing industrialization in affordable housing. Up to now, the total number of affordable housing projects that have implemented prefabricated buildings is 31 million square meters, with 360,000 housing units.
