Zaozhuang Housing and Urban-rural Development Bureau continues to promote the standardization, informatization and intelligence of safety production

On the morning of June 30, Zaozhuang City held a press conference on the law enforcement inspection of "one law, one regulation" by the Standing Committee of the Municipal People's Congress. Nie Cunming, director of the Municipal Housing Construction Development Center, attended the press conference and answered questions from reporters.

At the meeting, Nie Cunming introduced the work done in the standardization, informatization and intelligentization of safety production in the field of housing construction in the city.

According to Nie Cunming, a high level of safety is a prerequisite for high-quality development. In recent years, Zaozhuang Housing and Urban-rural Development Bureau has fully implemented "one law and one regulation", focusing on key links and key parts of safe production, establishing the awareness of "hidden dangers are accidents", and implementing high-quality development requirements. Continue to promote the standardization, informatization, and intelligent construction of safety production, and the safety situation in the city's housing construction field continues to be stable.

The first is to stick to key links and promote the standardization of construction site safety and civilization. Adhere to the system construction, from the two aspects of enterprise safety management and construction site safety protection, compile the standardization manual of housing and municipal construction quality and safety and the atlas of standardization of production safety. Clarify the standards for the appearance of construction sites, the instrumentalization, stereotypes, and standardization of construction protection facilities, and guide enterprises and projects to fully implement standardized management of production safety. Adhere to typical promotion, regularly hold standardization on-site observation meetings, exchange experience and practices, demonstrate new equipment, new measures, and new processes, and promote the standardization of building safety and civilization. Adhere to demonstration and guidance, and give extra points to enterprises that create standardized sites in terms of bidding and credit evaluation, which has promoted the year-by-year improvement of the city's safe and civilized construction level, and promoted the active implementation of the main responsibility of enterprises. In 2021, 18 housing construction and municipal projects in the city were awarded the construction safety and civilized standardization site in Shandong Province; the safety production assessment ranks among the top three in the province's housing construction system.

The second is to highlight the empowerment of science and technology and promote the informatization of construction project management. Adhere to the general idea of "promotion by grades and improve year by year", closely focus on key elements such as people, machines, materials, laws, and environment, and maximize the collection of business data such as personnel, safety, and environment. Use the Internet of Things, big data, Internet, artificial intelligence and other technical means to realize intelligent management of construction sites. A video surveillance platform for construction sites in Zaozhuang City has been established, which realizes remote visual management of construction sites and enables real-time supervision of critical and large-scale projects that have reached a certain scale. Strengthen the application of the construction safety supervision system in Shandong Province, share information and resources such as construction permit procedures for safety management, dangerous projects in on-site protection, and early warning from industry management departments, which greatly improves the efficiency of industry supervision.

The third is to adhere to the pilot program and promote the intelligentization of gas monitoring and early warning. In Shizhong District, Xuecheng District, and Zaozhuang High-tech Zone, the "point and surface combination" method is adopted, focusing on key areas and key parts such as places with dense people and underground pipelines crossing, and planning to deploy 500 combustible gas intelligent monitors. Build a "1 (network) + 1 (platform) + N (application)" gas safety operation monitoring and early warning system, and build a gas safety operation monitoring and early warning platform with Zaozhuang characteristics. At present, the installation of 233 sets of combustible gas monitor equipment has been completed, and the basic data processing and BIM modeling of the platform are being carried out. It is planned that the project will be completed and put into operation before the end of September. At that time, Zaozhuang City will become the second city in Shandong Province to monitor the safety operation of gas pipeline network intelligently.
