According to national requirements, the institutional framework, policy system and working mechanism for the transformation of old communities in cities and towns will be basically formed by 2022; By the end of the "14th Five-Year Plan" period, in light of local conditions, we will strive to basically complete the task of rebuilding old communities in cities and towns that need to be renovated before the end of 2000.
