Hangzhou City won the honor of the State Council's 2021 urban old community renovation supervision and incentive honor

Recently, the General Office of the State Council issued the "Notice on Supervision and Incentives for the Implementation of Relevant Major Policies and Measures in 2021 with Remarkable Results", and Hangzhou City was awarded the honor of "proactive and effective supervision and incentives for the renovation of old urban communities". Hangzhou Municipal Construction Committee, as the leading department for the renovation of old urban communities in the city, has always insisted on overcoming difficulties, innovating and exploring, and making every effort to promote the renovation work. In 2021, the city will start the renovation of 343 old communities (included in the central subsidy plan), and complete the renovation of 200 old communities. The citizens' approval rate for the renovation of the old community was 98.9%, and the satisfaction rate was 96.3%.

Adhere to the leadership of party building

The "Guiding Opinions on Promoting the Transformation and Improvement of Old Residential Areas with High Quality Leading by Party Building" was issued, and it was clear that the party organization of the old reform project was the center of the circle, and the forces of all parties were united. Up to now, the city has established a total of 205 party organizations for old reform projects and 241 physical party building positions. Through the "two 2/3" conditions and the "four questions and four rights" mechanism, residents are guided to participate in all aspects and the whole process. After the renovation, the residents' satisfaction rate reached 96.3%.

Highlight service improvement

Focus on the "one old and one small" service problem in old communities, and effectively promote the improvement of community public services through comprehensive investigation, integrated utilization, stock provision, resource sharing, and composite use. Up to now, a total of 1,188 elevators have been installed in the city's old community renovation projects, about 121,000 square meters of new public service areas such as nursing care and cultural activities, and about 127,000 square meters of fitness activity venues and facilities.

Linking the future community

Adhere to the guidance of the concept of future communities, and innovate the transformation model of "district-based" old communities. Through the joint transformation of adjacent communities and surrounding areas, and the coordinated development of community public spaces, the qualified old communities will actively strive to create future communities, and create a "15-minute" home service circle with high standards. Up to now, more than 50 old community renovation projects have been included in the provincial and municipal future community creation lists. Among them, Hongmei Community in Shangcheng District, Binjiang District Binfen Community, Guanshan Community and other old community renovation projects to build future communities have passed provincial acceptance certification.

In the next step, Hangzhou City will firmly grasp the goal of the people's longing for a better life, stick to the aspirations of the founding of the Republic, and actively respond to the expectations of the people. Continue to do a good job in the project of transforming people's livelihood in old urban communities, and create an important model for Zhejiang's high-quality development and construction of a common prosperity demonstration area. The renovation of old urban communities will further improve the policy mechanism and formulate a special plan for the renovation of old urban communities in the city. On the basis of a comprehensive understanding of the basics, the 2023-2026 renovation plan is formulated, with the goal of building a future community, closely focusing on the needs of residents, implementing a contiguous comprehensive renovation model, and implementing renovations to high standards.
