Sichuan Province's "real money" supports the development of the construction industry

The General Office of the Sichuan Provincial People's Government recently issued the "Notice on Printing and Distributing Ten Measures to Support the Development of Construction Enterprises". It aims to cultivate and strengthen construction enterprises, enhance the comprehensive competitiveness of enterprises, promote the industrialization, digitalization and intelligent upgrading of construction, and promote the high-quality development of the construction industry.

The ten measures specifically include: cultivating and developing key enterprises, supporting enterprise transformation and development, promoting enterprise strategic cooperation, strengthening talent team building, optimizing market business environment, deepening the reform of qualification examination and approval, focusing on reducing the burden on enterprises, strengthening financial and taxation support, promoting export-oriented economic development, and improving the service guarantee system.

Among these measures, the direct "blood transfusion" of fiscal and tax incentive funds is the biggest bright spot. For example, support local construction enterprises with annual construction business revenue of 100 billion yuan, 80 billion yuan, 50 billion yuan, and 10 billion yuan for the first time, and give 10 million yuan, 8 million yuan, 5 million yuan, and 1 million yuan respectively. The provincial finance subsidizes 45% of the actual award and compensation for the three prefectures and 35% of the actual award and compensation for the remaining 18 cities from the provincial-level urban and rural construction and development special projects. Actively cultivate "specialized, special and new" enterprises such as photovoltaic building integration, seismic isolation and shock absorption, power transmission and transformation, and building intelligence. Encourage all localities to give one-off capital rewards and subsidies to construction enterprises whose annual construction operating income growth rate exceeds 20% and exceeds 100 million yuan.

Another example: speed up the green and low-carbon development in the construction field, vigorously promote prefabricated buildings and intelligent construction. Funds will be allocated from provincial-level urban and rural construction and development projects to reward and subsidize two-star and three-star green buildings, ultra-low energy-consumption building projects, and demonstration projects with high assembly rates and intelligent construction. Encourage all localities to give one-off capital rewards and subsidies to the construction enterprises out of Sichuan with annual operating income of overseas construction industry outside the province exceeding 100 million yuan, 500 million yuan, and 1 billion yuan (foreign operating income foreign exchange is calculated in equivalent RMB).
