Nanchang City, Jiangxi Province supports the development of prefabricated construction industry

The Finance Bureau of Nanchang City, Jiangxi Province earnestly implemented the reform measures of "decentralization, management and service", aiming at the future development direction of the construction industry. Increase support for the prefabricated construction industry, build a competitive "Nanchang Intelligent Manufacturing" brand, and provide strong support for the city's high-quality development.

Nanchang City has given a one-time financial subsidy of 1.5 million yuan and 800,000 yuan to the prefabricated construction industry bases recognized by the national and provincial housing construction departments. Up to now, the municipal finance has accumulated a total of 12.2 million yuan in one-off support funds for 10 prefabricated construction enterprises, fully supporting the construction of a number of influential prefabricated industrial parks and bases, and the creation of a number of typical prefabricated building projects. Cultivate a group of leading enterprises in the prefabricated whole industry chain and intelligent construction, and guide a group of local super-qualified construction enterprises to establish production bases for prefabricated parts and components.

Nanchang City has strengthened the responsibility of the main body of bidding, expanded the standardized application of credit information in the bidding and bidding process, and included enterprise credit evaluation into the bidding conditions. It is stipulated that for prefabricated construction projects with complex technology and only a small number of potential bidders to choose from, the invitation to bid shall be adopted; if it is necessary to adopt irreplaceable patents or know-how, the procedures for direct contract issuance can be handled in accordance with relevant laws and regulations. Encourage prefabricated building projects to adopt the EPC (design, procurement, construction) general contracting model. At the same time, improve the pricing basis and rules of prefabricated buildings, and establish a market-oriented project cost management mechanism. For government-invested public buildings and affordable housing built in a prefabricated way, the increased cost due to the prefabricated way is included in the project construction cost, and large enterprise groups or consortia are encouraged to participate in the construction of prefabricated building projects.
