Beijing City fully encourages prefabricated buildings

The "Opinions on Further Strengthening the Classification and Disposal of Construction Waste and Comprehensive Utilization of Resources" jointly formulated by the Beijing Municipal Commission of Urban Management and relevant municipal departments recently solicited opinions from the public to further promote the classified disposal and resource utilization of construction waste in Beijing.

The draft of the "Opinions" proposes that Beijing fully encourages prefabricated buildings, actively promotes steel-structured prefabricated houses, and promotes the construction mode of factory prefabrication, prefabricated construction, and information management, and minimizes the generation of construction waste. The construction waste is classified and utilized (or disposed of) according to the resource category and the disposal category. The resource type construction waste includes engineering dregs and engineering mud, and the generating unit implements and utilizes it according to the principle of "market-led and appropriate regulation".

At the same time, optimize and adjust the construction waste filing and registration system. Optimize and adjust the record of construction waste disposal. "Construction waste treatment plan filing" is refined into "disposal filing" and "utilization filing", which shall be applied for by the general contractor of the project and the undertaking unit of small projects below the designated size; the registration system for disposal and disposal sites is refined. Construction waste landfills, earthwork storage sites, on-site recycling facilities, temporary recycling facilities, and fixed recycling facilities established in Beijing shall be registered with the district city management department where the facilities are located. After the site is closed, the accumulated construction waste should be disposed of within 6 months to achieve a clean site.

Strengthen the closed-loop management of the whole chain of construction waste. Continue to implement the "integrated" development model. Beijing implements integrated management of building demolition and resource utilization. The Beijing construction waste management and service platform shares information on project planning, construction, vehicle entry and exit, weighing and measurement, and administrative penalties with relevant platforms constructed by the municipal planning and natural resources, housing and urban-rural construction, public security traffic control, and urban management law enforcement departments, so as to realize online monitoring of the entire process of construction waste "production, transportation, consumption, and profit".
