At the meeting, Shi Yongpeng, Director of Energy Conservation and Science and Technology, Shandong Provincial Department of Housing and Urban-Rural Development, pointed out that the development of prefabricated buildings is an important part of implementing the strategic deployment of "carbon peaking and carbon neutrality" and promoting the green and low-carbon development of urban and rural construction. In order to ensure that by 2025, the proportion of newly constructed prefabricated buildings in the province will account for more than 40% of new urban buildings, and 50% in Jinan, Qingdao and Yantai. To focus on five "enhancements":

One is to strengthen policy guidance. Together with relevant departments, formulate and implement a series of supporting documents such as the "Development Plan for the Whole Industry Chain of New Building Industrialization in Shandong Province", "Guidelines for Prefabricated Buildings in Shandong Province" and "Implementation Plan for the Master System of New Building Industrialization Industry Chain in Shandong Province" to accelerate the construction of a new building industrialization development plan. policy system.

The second is to strengthen the promotion efforts. Fully promote prefabricated interior partition panels, stair panels, and floor slabs. Government or state-owned capital investment projects will fully adopt prefabricated buildings, and other projects will be used proportionally, and gradually increase the proportion to actively develop steel structure housing. In principle, new public buildings will use steel structures. Jinan, Qingdao, and Yantai will clearly promote prefabricated buildings in key areas, and encourage other qualified cities to promote them.

The third is to strengthen industrial cultivation. Encourage large-scale manufacturing groups and investment and financing platforms to deploy the prefabricated construction industry across borders, and attract large domestic enterprises and scientific research institutions to invest in Shandong to build factories or set up regional headquarters and R&D centers. Cultivate a group of specialized and special new enterprises that focus on market segments, have strong innovation capabilities, and master key technologies, guide the scientific layout and cluster development of related industries, and cultivate and form more than 10 industrial clusters with their own characteristics by 2025.

Fourth, strengthen design leadership. Give play to the leading role of design in promoting the development of prefabricated buildings, guide design units to strictly implement the national, provincial and local prefabricated building promotion policies and technical standards, accelerate the promotion of BIM positive collaborative design, and implement design selection standards. Promote the design method with fewer specifications and multiple combinations, avoid secondary split design, and promote the effective connection between design, production and construction. Effectively play the role of checking construction drawings to ensure that all requirements of prefabricated buildings are implemented.

Fifth, strengthen support and incentives. Coordinate with relevant departments to implement preferential policies in terms of plot ratio incentives, identification of specialized, specialized, and new enterprises, selection of "good products in Shandong", innovation platform construction, tax reduction and exemption, talent introduction, environmental protection management and control, and credit services. Encourage qualified prefectures and cities to adopt stronger incentive measures to fully mobilize the enthusiasm and initiative of all parties in the industry to promote the development of prefabricated buildings.

The reporter learned that since the "13th Five-Year Plan", the overall level of Shandong Province in promoting the development of prefabricated buildings has been at the forefront of the country. Up to now, Shandong has started construction of 180 million square meters of prefabricated buildings, of which 50.92 million square meters will be started in 2021, a year-on-year increase of 24%. From January to April this year, 16.69 million square meters will be newly started, a year-on-year increase of 29%. The speed of development continues to accelerate and put into operation 232 manufacturers of various prefabricated building parts, initially forming 3 relatively concentrated prefabricated construction industry clusters in the provincial capital, Jiaodong, and Lunan, creating 7 national prefabricated building demonstration cities and 34 industrial bases, which ranks first in China.
