"The project will start construction in December 2020 and is scheduled to be completed and delivered in March next year. The construction area is 188,000 square meters, with a total of 1,675 houses, which are hardcover residences." said Wang Zhengbin, the person in charge of the new resettlement housing project of China Fifth Metallurgical Zhonghe.

The reporter learned that this is not only a relatively large-scale resettlement housing and livelihood project, but also a prefabricated construction project under construction with the highest assembly rate in the province.

"As one of the first projects in Chengdu High-tech Zone to meet the national assembly rate requirement of 70%, the assembly rate of this project has reached 74%." Wang Zhengbin told reporters.

What does a 74% assembly rate mean? According to the Evaluation Standards for Prefabricated Buildings of the Ministry of Housing and Urban-Rural Development, when the building assembly rate reaches 60%-75%, it is evaluated as a Grade A prefabricated building.

What is a prefabricated building?

For example, it is "building blocks". Floors, stairs, balconies, and walls are no longer built by construction workers on the construction site with building materials brick by brick. Instead, finished products are custom-made directly at the factory, and the finished products are transported to the construction site for assembly.

Prefabricated buildings are an important means for the construction industry to achieve transformation and upgrading, and also an important development path for the construction field to achieve the goal of "carbon reduction". Wang Zhengbin said, taking Zhonghe's new resettlement housing project as an example, "the amount of on-site concrete pouring on the ground has been reduced by about 45%, and the number of laborers such as carpentry, steel reinforcement, and concrete workers has been saved by about 60%. At the same time, the construction period will be shortened by more than 20% compared with traditional construction methods. "

However, compared with coastal cities, the current assembly rate of prefabricated buildings in our province is not high. The relevant person in charge of the Department of Housing and Urban-Rural Development revealed that the current assembly rate of new buildings in Sichuan is around 40%.

Why can the assembly rate increase from about 40% to 74%? Wang Zhengbin introduced that this is because the technology in the past few years was not mature enough. Most of the prefabricated components used in the previous prefabricated buildings were concentrated in the horizontal components of the main construction stage of the construction project, such as floors and stairs. The shear wall, secondary structure and decoration of the main structure have not been incorporated into the prefabricated building. "In this project, the latter three have been incorporated, including floor slabs, shear walls, stairs, bay windows, air-conditioning panels, bathroom caisson, prefabricated decoration, etc., all of which can be carried out by 'building blocks'" .

Sichuan has always regarded prefabricated buildings as an important promoter of the development and transformation of the construction industry. In April 2021, the "Five-Year Action Plan for Improving the Development Quality of Prefabricated Buildings" (hereinafter referred to as the "Plan") issued by the Department of Housing and Urban-Rural Development proposed that by 2025, the assembly rate of individual prefabricated buildings should not be less than 50%.

How to effectively promote?

"The key is to promote demonstrations with public projects such as the Neutralization and New Resettlement Housing Project."

The relevant person in charge of the Department of Housing and Urban-Rural Development stated that for this reason, it is clearly stated in the "Plan" that "government capital investment or projects led by the government will take the lead in promoting prefabricated construction technology".

Taking Chengdu High-tech Zone as an example, Zhonghe's new resettlement housing project (Xinyi Garden Area C), Zhonghe's new resettlement housing project (Zhongsheng Home), and the Chengdu Academy of Education and Science's High School Student Apartment Project are being actively promoted.

In addition, Chengdu has also made it clear that from August 1, 2021, all new urban buildings (including civil and industrial buildings) in the city will implement the prefabricated building requirements, and the single or average assembly rate will not be less than 50%. Among them, government-invested projects such as affordable housing, talent apartments, supporting housing in industrial parks, office buildings, parking buildings, and residential building projects with a total construction area of more than 200,000 square meters have a single or average assembly rate of not less than 60%.
