Shandong Province: Plan to add 500 million square meters of green buildings during the "14th Five-Year Plan" period

Recently, the Shandong Provincial Department of Housing and Urban-Rural Development, the Provincial Development and Reform Commission, the Provincial Department of Industry and Information Technology, the Provincial Department of Finance, the Provincial Market Supervision Bureau, and the Provincial Energy Bureau jointly issued the "14th Five-Year Plan for Building Energy Efficiency and Green Building Development in Shandong Province" (hereinafter referred to as the "Development Plan").

On the basis of summarizing the achievements of the "13th Five-Year Plan" and scientifically judging the development situation, the "Development Plan" clarifies the development goals, key tasks and safeguard measures during the "14th Five-Year Plan" period in combination with the actual situation of our province. In terms of development goals, 17 quantitative indicators are proposed for 6 aspects: green buildings, new building energy conservation, existing building energy conservation and green renovation, renewable energy and clean energy application, new building industrialization, and dual control of total energy consumption and intensity. Among them, there are 3 binding indicators, namely: more than 500 million square meters of new green buildings, 100% of green buildings in new civil buildings, and more than 40% of newly constructed prefabricated buildings. Among them, Jinan, Qingdao and Yantai reached more than 50%.

In terms of key tasks, three key tasks have been clarified in terms of comprehensively promoting the high-quality and intensive development of green buildings, vigorously promoting the coordinated development of building energy conservation in multiple fields, and actively promoting the green and low-carbon development of the construction industry chain. 14 specific tasks are proposed, including improving the quality of green building construction, continuously improving the energy efficiency of new buildings, and vigorously developing prefabricated buildings.

In the next step, the Provincial Department of Housing and Urban-Rural Development will thoroughly implement Xi Jinping's thought on ecological civilization, adhere to the concept of green and low-carbon development, and further improve policy measures. Improve the incentive mechanism, promote scientific and technological innovation, strengthen inspection and assessment, strengthen publicity and training, ensure the implementation of the "Development Plan", and help achieve carbon peaking and carbon neutrality.
