Qi Wei, Director of Jinan Housing and Urban-Rural Development Bureau and Secretary of the Party Group, introduced Jinan's experience and practices in the development of prefabricated buildings, and said that Jinan will rely on the construction of the "new urban construction" industrial chain to drive the coordinated development of enterprises in the entire industrial chain and create the "Jinan brand" of prefabricated buildings.

In recent years, the development of prefabricated buildings in Jinan has achieved remarkable results, and the development of new building industrialization has a solid foundation, and has played a strong leading role in the province. Qi Wei said that the development of prefabricated buildings and the industrialization of new buildings is an inevitable requirement to achieve high-quality development of the construction industry. The related work in Jinan started early. In 2012, it was awarded the national comprehensive pilot city for housing industrialization. In 2017, it was awarded the first batch of "National Prefabricated Building Demonstration Cities". Under the leadership of the Provincial Department of Housing and Urban-Rural Development, it has embarked on a scientific and pragmatic development path.

Adhere to policy promotion. Fully implement the national and provincial requirements for the development of prefabricated buildings, closely integrate the actual situation of Jinan, and introduce support policies for the implementation of floor area ratio, pre-sale supervision, etc., which effectively promote the development of the prefabricated building industry.

Improve the technical system. China's first set of prefabricated building training materials "Construction of Prefabricated Integral Concrete Structure Engineering" and "Worker Operation Practice of Assembled Integral Concrete Structure Engineering" have been compiled. Presided over and participated in the compilation of more than ten standards of various types, filling the gap in domestic technical research.

Strengthen the construction of "whole industry chain". Cultivate 10 national-level prefabricated construction industrial bases and 29 provincial-level industrial bases. The industrial bases cover enterprises in the entire industrial chain of scientific research, design, production, construction, supervision consulting, training, equipment manufacturing, and transportation.

Carry out demonstration. Created 36 provincial-level prefabricated building demonstration projects. A series of national "best" projects such as the first super high-rise prefabricated building using fair-faced concrete external wall panels, the largest prefabricated residential area, the largest prefabricated integral parking building, and the first underground civil air defense prefabricated project landed in Jinan.

Serve the national strategy. A green prefabricated building city alliance in the Yellow River Basin, which is united by 17 cities along the Yellow River, has been established to build an industrial platform for Jinan's advantageous enterprises to go out and foreign advantageous enterprises to bring in.

Pay attention to scientific planning. The "14th Five-Year Plan for the Development of Prefabricated Buildings in Jinan City" was compiled and issued, which made scientific arrangements for the development of prefabricated buildings, and clarified the development goals, main tasks and key measures.

Qi Wei said that the Provincial Department of Housing and Urban-Rural Development and other six departments jointly issued the "Opinions on Promoting the Development of the Whole Industry Chain of New Construction Industrialization", which provides policy support for Jinan City to fully implement the new development concept and accelerate the development of the prefabricated construction industry.

Jinan will focus on strengthening inter-departmental linkages. Strengthen the coordination and linkage with development and reform, natural resource planning, administrative approval and other departments to form a work pattern of joint management. Strengthen design leadership. Improve the standardized design concept of "less specifications, multiple combinations, and system integration", strengthen the integrated and collaborative design capabilities of various disciplines, establish standardized component and component parts libraries, and deepen the application of information technology in the entire construction process based on BIM and the Internet of Things. optimize industry structure.

Relying on the construction of the "new urban construction" industrial chain, cultivate a group of leading domestic leading and chain-owner enterprises in design, construction, component production, intelligent manufacturing, consulting, scientific research and training. Drive the coordinated development of enterprises in the entire industry chain, and create the "Jinan brand" of prefabricated buildings.

Create demonstration projects. It adopts the EPC project general contracting organization mode and the whole process engineering consulting management mode. Play a leading role in design standardization, factory production, construction assembly, decoration integration, management informatization, application intelligence, etc., and continuously improve the development level of new building industrialization.

Improve the management mechanism. Strictly implement the responsibilities of all parties in the construction project, and increase the supervision and inspection of the quality and safety of prefabricated buildings. Carry out prefabricated building evaluation and prefabricated component production enterprise star evaluation work.

Accelerate talent pool. Encourage school-enterprise cooperation, innovate training modes such as "education and training" and "Internet +", jointly build internship training bases, develop education and training resource banks, and accelerate the cultivation of management, technical talents and skilled industrial workers to meet the development of new construction industrialization.
