Many regions strengthen the construction of the whole industry chain system of prefabricated buildings in the "14th Five-Year Plan"

The prefabricated building industry chain is long, involving R&D, design, production, transportation, installation, decoration and other links, and the transportation radius of prefabricated components is limited to a certain extent. If a city wants to better promote the development of prefabricated buildings, it must build or jointly build a relatively complete prefabricated building industry chain with surrounding cities.

At present, many national prefabricated building demonstration cities have issued the "14th Five-Year" special plan for prefabricated buildings, most of which focus on the prefabricated building industry chain.

Taking Shanghai as an example, in the "Fourteenth Five-Year Plan for Prefabricated Buildings in Shanghai", the first part at the beginning is a reflection on the problems during the "Thirteenth Five-Year Plan" period. One of the major problems listed is "the status quo of industrial chain collaboration needs to be further improved". For example, in the field of prefabricated building design, the design link and the construction link are relatively separated, and the disconnection between the design link and the industrial chain has not been completely solved. In the early stage, the characteristics of prefabricated buildings were not considered well and the standardization of prefabricated buildings was not paid enough attention, which led to the difficulty of splitting prefabricated components in the later stage, the low repetition rate of prefabricated components, and the high cost of molds and prefabricated components.

Hefei City also believes that "industrial integration needs to be further improved". At present, the basic and universal standards and specifications of prefabricated buildings in Hefei are basically perfect, but the integration of key technology systems in the whole industry chain from design, production, construction, decoration to quality acceptance of prefabricated buildings is relatively low. The traditional design method makes it difficult to deepen the design in the later stage, the component disassembly is complicated, the lean construction degree is low, and it is difficult to form a standardized, industrialized and large-scale production.

Jinan City also has the problem of imperfect development of the entire industry chain. The existing industries in the city are mainly technology research and development, design consulting, component production, equipment manufacturing, logistics and transportation, construction and installation, etc. The prefabricated integrated kitchen and bathroom, industrialized decoration, and high-end equipment industries are relatively weak. In addition, the development of the industry is unbalanced, the industrial supporting facilities are not perfect, and the backbone enterprises do not make much effort to drive the upstream and downstream development.

So how to form the whole industry chain of prefabricated buildings? Anhui Province has put forward three measures: First, to introduce leading enterprises in the industry to drive the healthy development of the entire industrial chain of R&D, design, production, transportation, assembly, decoration, operation and maintenance of prefabricated buildings in the province. The second is to enhance the implementation capacity of supporting industries, and support scientific research institutes, colleges and universities, consulting, supervision, testing and other intermediary service entities to expand their business scope. The third is to rely on the existing industrial parks to guide the industrial clustering of prefabricated building design, scientific research, building materials, component parts production, logistics, testing and other enterprises to create prefabricated building industrial parks.

Jinan City focuses on digitalization and intelligence. The city proposed that during the "14th Five-Year Plan" period, it is necessary to promote the deep integration of new-generation information technologies such as the Internet, big data, and artificial intelligence with the industrial chain, and promote the development of the entire industrial chain in the direction of digitization and intelligence. At the same time, deepen the integration of manufacturing industry with informatization and intelligence, and promote the extension of the industrial chain from short to long. In addition, Jinan City also put forward the principle of adhering to the combination of focusing on cultivating and supporting local enterprises and introducing foreign advantageous enterprises. Focusing on the key chain with a good foundation in the prefabricated construction industry, promote chain construction, supplementary chain, strong chain and extension chain, and form a whole industrial chain covering research and development, design, production, transportation and construction.

When Hefei City promotes a sound industrial chain, it particularly emphasizes the role of enterprises in it. For example, enterprises are encouraged to establish a collaborative platform and improve the upstream and downstream collaborative relationship of prefabricated building parts. Encourage large-scale real estate development enterprises, construction enterprises, design units as the leader, building decoration parts, construction equipment and facilities, construction electromechanical, technical services, scientific research, logistics, testing and other related supporting enterprises to form construction industry clusters, and create a prefabricated construction industry base and industrial park with deep integration and coordinated development.

In fact, enterprises, especially leading enterprises, play a great role in the construction of the prefabricated construction industry chain. Taking Gansu Province in the northwest region as an example, Gansu Construction Investment, the only first batch of national-level prefabricated construction industry bases in the province, has effectively promoted the development of the entire industry chain locally. In the early stage of focusing on the development of prefabricated buildings, the company aimed to build a whole industry chain system, and successively established three parks: Lanzhou New District Industrial Park, Yuzhong Prefabricated Construction Industrial Park and Tianshui Prefabricated Industrial Park. At present, the prefabricated science and technology industrial park constructed by Gansu Construction Investment in Yuzhong County has formed a new comprehensive industrial cluster demonstration base integrating prefabricated building research and development, design, training, BIM design, new building materials production and logistics distribution, operation and maintenance, and commercial services.
