Hainan Province vigorously develops prefabricated buildings to promote the transformation and upgrading of the construction industry

Hainan Province attaches great importance to the development of prefabricated buildings, not only as an important measure to promote the transformation and upgrading of the construction industry, the green development of urban and rural construction, and the construction of a national ecological civilization pilot zone, but also as one of the important paths to achieve carbon peaking and carbon neutrality. In 2017, the provincial government issued the "Implementation Opinions on Vigorously Developing Prefabricated Buildings" (Qiong Fu [2017] No. 100), which clearly stated that "in principle, all new buildings that meet the conditions should be constructed in a prefabricated way". In 2020, Hainan Province will further regard the vigorous development of prefabricated buildings as one of the four landmark projects in the construction of the National Ecological Civilization Pilot Zone.

In order to vigorously develop prefabricated buildings, Hainan Province has successively issued a series of documents such as "Administrative Regulations on the Main Links of the Implementation of Prefabricated Buildings in Hainan Province (Interim)" and "Notice on Accelerating the Development of Prefabricated Buildings". In view of the complex natural conditions such as high temperature, high humidity, high corrosion, heavy rain, strong typhoon, and 8.5 degrees seismic intensity in Hainan Province, the Provincial Department of Housing and Urban-Rural Development has studied and formulated relevant technical standards for prefabricated buildings in Hainan Province according to local conditions. Driven by a series of policies and standards, prefabricated buildings in Hainan Province have shown a booming trend. Hainan province's prefabricated building area has been developing rapidly with a trend of doubling year by year, from 820,000 square meters in 2018 to 22.8 million square meters in 2021, an increase of 26.8 times.

Governor Feng Fei pointed out when he went to Jinjingang Park for investigation in April 2021, "The construction and development mode of the park is the core issue. To leverage social capital, we must select enterprises with strength, long-term plans, highly compatible with the industrial positioning, and can play a leading role as the development subject."

The construction of the prefabricated building production base has achieved remarkable results

Hainan Province actively guides and promotes the production capacity layout of prefabricated components in the province. As of the end of February 2022, a total of 30 component production bases have been put into operation in the province, mainly in Lingao Golden Port Economic Development Zone, Chengmai, Ding'an, Wanning, Sanya, etc. Among them, there are 24 production bases for precast concrete components, with a designed annual production capacity of about 1.94 million cubic meters per year. There are 6 steel component production bases with a designed annual production capacity of about 340,000 tons per year. Another 6 are under construction and 2 are planned.

In 2017, Hainan Construction Group Co., Ltd. became the first batch of prefabricated construction industry bases in the country. By the end of 2021, Hainan Province has appraised 8 provincial-level prefabricated building demonstration bases and 13 demonstration projects.

Vigorously develop the Golden Port Prefabricated Construction Industrial Park

In accordance with the concept of "green, low-carbon, recycling, and wisdom", Lingao Jinjingang Prefabricated Building Industrial Park focuses on promoting the construction and development of the park focusing on prefabricated buildings, green buildings, and green building materials, and promotes the development of the entire industrial chain of R&D, design, manufacturing, operation and maintenance of prefabricated buildings.
