Hebei Province has started the renovation of 2,041 old communities this year

The renovation project of old urban districts is a major livelihood project to improve the living quality of the masses, and it is also a heart-warming project that concerns the vital interests of the masses. In recent years, Hebei Province has attached great importance to the renovation of old urban communities. Since 2019, the renovation of old urban communities has been included in 20 livelihood projects in the province for four consecutive years, and has been fully promoted. By the end of 2021, the province has renovated 9,368 old urban communities, ranking second in the country in terms of the total number of renovations, effectively improving the living environment and quality of life for residents of old communities.

This year, Hebei Province plans to renovate 3,698 old residential areas in cities and towns. It will focus on solving the hot issues that residents are concerned about, such as the difficulty of installing elevators and the aging of the pipe network. It will further implement and promote the renovation of old residential areas in a precise manner, and strive to solve the problems that the masses are anxious and worried about. As of the end of the first quarter, all 3,698 old urban communities planned to be renovated in the province have been approved, and 2,041 of them have started construction, with an operating rate of 55.2%. The construction progress is about one month ahead of previous years.

Scientifically formulate a transformation plan. Implement "one cell one plan" or "several adjacent cells one plan". Build a platform for communication and discussion, conduct extensive grassroots consultations, conduct questionnaire surveys through "online + offline" methods, actively understand residents' demands, fully solicit residents' opinions, and determine community renovation plans based on residents' opinions. All localities implement the municipal-level meeting review and filing system for project renovation plans, and strengthen the review of renovation plans.

Highlight the key points of transformation. Actively promote the installation of elevators, explore the introduction of social forces to install elevators through "bus elevator", and solve the problems of fund raising and follow-up maintenance. Promote the construction of electric bicycle charging sites, introduce power supply for small houses according to local conditions, and solve the problem of difficult charging of electric bicycles. Promote the transformation of rainwater and sewage diversion, and standardize access to the municipal drainage network. Promote the transformation of national fitness facilities and public service facilities such as pension and meal assistance to create a livable living environment.

Raise funds for renovation through multiple channels. Actively strive for central financial subsidy funds, increase local financial input, and ensure that the transformation content is comprehensive, "one transformation, comprehensive results". Support qualified areas, and use government special bonds to support eligible old urban community renovation projects in accordance with laws and regulations. Encourage qualified areas to subsidize the installation of elevators, and guide social forces to participate in the installation of elevators. Implement the responsibility of residents' investment, and encourage residents to participate in the renovation through direct investment, the use of special residential maintenance funds, and the transfer of public income of the community.

Strengthen work promotion. This year, they will continue to print and distribute the ranking method for the annual report on the renovation of old urban communities, and implement the system of monthly notification, quarterly inspection, and annual assessment, with monthly guarantees for the season and quarterly for the year. Continue to dispatch supervisors and inspectors for the renovation of old communities in provincial cities and towns to grasp the first-hand information and actual situation, and resolutely prevent the renovation of old communities from becoming a "fancy", and ensure that people's livelihood is practical and good, and good things are done well.
