The joint meeting of prefabricated construction work in Jiaozuo City, Henan Province was held

In order to actively respond to the national strategic deployment of carbon peaking in 2030 and carbon neutrality in 2060, thoroughly implement the implementation opinions of the provincial and municipal governments on vigorously developing prefabricated buildings, accelerate the implementation of support policies, implement projects, and further promote the healthy development of prefabricated buildings in Jiaozuo. On April 13, the Municipal Housing and Urban-Rural Development Bureau organized a joint meeting on prefabricated buildings in Jiaozuo. The meeting was presided over by Lou Qing, chief engineer of the Municipal Housing and Urban-rural Development Bureau, and Ju Xiaoliu, secretary of the party group of the Municipal Housing and Urban-rural Development Bureau, attended the meeting and delivered an important speech.

At the meeting, the Science and Technology Section of the Municipal Housing and Urban-Rural Development Bureau introduced the development of prefabricated buildings in the city and the bottlenecks encountered in the advancement of prefabricated buildings. Construction units and development companies made speeches on the outstanding problems and development suggestions faced by prefabricated buildings. The joint meeting units reported the implementation of the project approval, land transfer or allocation, commercial housing pre-sale permit, project planning permit and floor area ratio, construction in heavily polluted weather, etc., and put forward suggestions. The Municipal Development and Reform Commission suggested that the industrial reform platform should be used to incorporate prefabricated construction requirements into the first process of project construction, and the Municipal Housing and Urban-Rural Development Bureau could serve the prefabricated content of enterprises in advance. The Municipal Planning Bureau suggested that the Municipal Housing and Urban-Rural Development Bureau should inform construction units and real estate enterprises of the requirements for prefabricated, green buildings, sponge cities, and fire protection in the form of notices, so as to avoid enterprises to consult and understand from different departments of the Municipal Housing and Urban-Rural Development Bureau. The Municipal Housing Security Center recommends that the positive and negative zero pre-sale of prefabricated buildings that meet the requirements be included in the real estate support policy.

The meeting pointed out that the promotion of prefabricated buildings is an important starting point for the construction industry to achieve carbon peaking and carbon neutrality, so it is necessary to strictly implement the relevant policies issued by the state, province and city. And it is necessary to ensure the completion of the "new buildings in the city, the proportion of prefabricated buildings in the area of new buildings is not less than 30%, and the new projects invested by the government and state-owned enterprises shall implement the goal of not less than 70% of the area of prefabricated buildings and not less than one single unit.

The meeting emphasized that the development of prefabricated buildings is an important measure to implement the strategic decision of the CPC Central Committee and the State Council to achieve carbon neutrality. The completion of prefabricated construction work has been incorporated into the comprehensive evaluation system for economic and social development and the supervision system for ecological and environmental protection. For prefectures, cities, and departments that have not completed their target tasks, they will implement circular criticism and interviews for accountability in accordance with regulations and laws. Therefore, all joint units must recognize the situation, improve their positions, perform their own duties, jointly manage, compact their responsibilities, and implement them at every level, and take the promotion of prefabricated buildings as an important political task at present to ensure the completion of this year's annual goals.
