Hebei Province plans to build new rural housing to promote a new structural system of prefabrication

It was learned from the Hebei Provincial Department of Housing and Urban-rural Development that this year, Hebei Province will further improve the housing security mechanism for low-income groups in rural areas and implement a project to improve the quality of rural housing to help comprehensively promote rural revitalization. Hebei Province plans to renovate 3,077 dilapidated houses in rural areas, and the housing security rate for low-income groups in rural areas has remained stable at 100%; before the end of June, the earthquake-resistant renovation of 26,600 rural houses and the rectification of hidden safety hazards in rural houses will be completed.

In order to ensure the safety of rural housing, Hebei Province will improve the departmental coordination and linkage mechanism, include the housing safety of all low-income groups in rural areas into the key dynamic monitoring scope, carry out regular inspections, find and solve housing safety problems in a timely manner, and realize the dynamic clearing of dilapidated houses in rural areas. The newly-added dilapidated houses that meet the requirements shall be included in the scope of dilapidated house renovation in a timely manner, and support policies and assistance measures shall be implemented to ensure the quality of renovation. Strengthen the technical guidance for the seismic reconstruction of farm houses, and the reconstructed farm houses meet the seismic fortification requirements.

While ensuring the safety of rural housing, Hebei Province will also implement a project to improve the quality of rural housing. Demonstration will be carried out in 1,001 villages in 161 counties (cities, districts) to build a batch of livable demonstration rural houses with local style, modern functions, safe structure, and green environmental protection. Existing rural housing renovation applies construction technology with little interference, short construction period, low cost and good effect, and promotes the new prefabricated structural system and green and environmental protection construction method for new rural housing, and plays a leading role in demonstration.

Strengthen the guidance of building style improvement and renovation. Further promote the "Guidelines for the Reconstruction of Village Houses in Hebei Province", "Guidelines for the Construction of Rural Houses in Hebei Province" and related design atlases, and carry out the improvement of the village architectural style in combination with the improvement of the rural living environment and the construction of beautiful villages. Avoid the use of building materials such as plastic and color steel plates, and promote the improvement of the rural living environment and the overall architectural style of the village.

Improve the management system. Implement rural housing construction management and control, building structure design, construction craftsman management, completion acceptance and other systems, and standardize rural housing construction. Explore the establishment of a village-level housing coordinator system. In principle, each village has 1 to 2 house building coordinators who are responsible for publicizing house building policies, assisting house building management, and carrying out house safety inspections to ensure the safety of farmers' house construction and use.

Provide technical guidance services. Organize design and construction units, scientific research institutes, and colleges and universities who love the countryside to carry out technology to the countryside, and promote the improvement of the level of rural housing construction. Each city cultivates a professional technical management team that not only masters the construction guidelines but also is familiar with the local reality. Each county (city, district) trains a batch of rural construction craftsmen who are skilled in applying construction guidelines, and opens up the "last mile" of rural housing construction guidance services.
