Longyan City, Fujian Province advocates prefabricated construction mode and takes the road of green transformation

Prefabricated buildings are an innovation in construction methods. In recent years, Longyan City has attached great importance to the development of new construction methods, actively guided and promoted construction industrialization, and promoted new building materials, and achieved certain results. However, at present, the traditional cast-in-place construction method is still dominant in Longyan City, the low utilization efficiency of resources and energy, the large amount of construction waste, and the serious dust and noise pollution are still one of the factors restricting the sustainable development of the construction industry in Longyan City.

Simultaneous refinement of management regulations

"The "Fujian Province Prefabricated Building Evaluation Management Measures (Trial)" (Minjian [2020] No. 4) document, which will be implemented from January 1, 2021, requires that prefabricated buildings should not be less than 50%." Zhong Yixing, a member of the CPPCC, suggested that according to the requirements of relevant documents, the relevant regulations of Longyan City's "Implementation Opinions on Vigorously Developing Prefabricated Buildings" should be simultaneously refined. For example: a star rating for prefabricated buildings, and the score for the main structure part is not less than 30 points, the score of the enclosure wall and inner partition wall should not be less than 10 points, the score of technological innovation should not be less than 5 points, and the assembly rate should not be less than 50%. Ensure the effective implementation of prefabricated building evaluation management methods, further improve the comprehensive quality and performance of buildings in Longyan City, and comprehensively enhance the development level of the modernization of the construction industry.

The reporter learned from the Housing and Urban-rural Development Bureau of Longyan City that in 2019, the first prefabricated PC component production base in Longyan City was completed and put into operation. In June 2020, the second prefabricated PC component production base in Longyan City was completed and put into operation in Zhangping City. The city's development of prefabricated buildings is progressing steadily. From January 2021, Longyan City has evaluated prefabricated buildings in accordance with the "Fujian Province Prefabricated Building Evaluation Management Measures (Trial)". In the future, we will vigorously develop prefabricated buildings, strengthen the supervision of prefabricated buildings, and do a good job in management and tracking, and increase the area ratio of prefabricated buildings year by year. By 2025, the area of prefabricated construction in the city will account for 35% of the area of new buildings.

Strengthening Policy Guidance and Increasing Preferential Strength

According to reports, from 2019, more than 20% of the area in the downtown area of Longyan will be constructed by prefabrication, and more than 15% of the area in the urban area of other counties (cities, districts) will be constructed by prefabrication, and the area of prefabricated buildings in affordable housing projects is not less than 50% of the total construction area.

With the continuous advancement of the green energy-saving concept in the construction industry, the CPPCC members suggested that the relevant policies of Longyan City's "Implementation Opinions on Vigorously Develop Prefabricated Buildings" should be implemented. For example, when the competent department is bidding for land, gradually increase the proportion of prefabricated buildings, and increase the implementation of the construction mode of factory prefabrication, prefabricated construction, and information management. At the same time, speed up the implementation of prefabricated housing projects where more than 50% of the area of affordable housing projects with state-owned investment (including state-owned funds) are prefabricated. In public construction projects such as schools and hospitals, increase the financial support for prefabricated building public construction projects, and lead the development of prefabricated buildings with public construction pilot projects.

At the same time, tax concessions will be given to prefabricated construction projects within the scope permitted by the policy, and the development of local prefabricated construction innovative enterprises and leading enterprises will be supported. For new projects using prefabricated buildings, those that reach a certain assembly rate will be rewarded with appropriate return of the new wall renovation fund, bulk water fund or special fund. The preferential policy of expressway toll reduction and exemption shall be implemented for the transportation of super-large and super-wide prefabricated components; the performance bond for prefabricated projects is halved, etc.

Eliminate backward building materials and speed up transformation and upgrading

Prefabricated buildings have the advantages of light weight, high strength, good seismic performance, convenient industrialization, standardization and industrial production, prefabricated construction, and information management. Therefore, the members of the CPPCC suggested to speed up the elimination of backward building materials such as clay red heart bricks, which are prohibited by the state, and increase support for prefabricated construction enterprises and new building materials industry. By helping to coordinate and solve difficult problems in the market, talents, funds, etc., it will promote the construction industry of Longyan City to become bigger, stronger and better; expand the application scope of prefabricated products and vigorously promote the use.
