Quzhou City, Zhejiang Province implements the "four-step working method" to build a new mechanism for the supervision of prefabricated buildings

The prefabricated building is based on the prefabricated production site prefabricated installation of the component factory as a model, standardized design, factory production, and prefabricated construction, with the characteristics of energy saving, environmental protection, and sustainable development. In recent years, Quzhou City has made every effort to build a new supervision mechanism for prefabricated buildings with the main content of "pre-promise + in-process verification + post-acceptance + whole-process informatization", focusing on reducing links, reducing time, and strengthening implementation. Up to now, new regulatory measures have been implemented for 51 prefabricated projects with a total area of about 2.8 million square meters, helping the high-quality development of urban and rural construction.

Prior commitment: reduce the approval process

According to the reform requirements of "delegating power, delegating power, delegating power, delegating power and improving services" in administrative examination and approval, cancel the stage of the construction administrative department to organize experts to review and demonstrate the special plan for prefabricated buildings. The construction unit can report to the construction administrative department for the record in accordance with the requirements of the prefabricated construction project commitment system, promote the transformation of the management focus from pre-approval to in-process and post-event supervision, and promote the early implementation of the project.

Verification on the fly: classified supervision projects

The construction unit shall fill in the construction verification status form at the main structure stage in accordance with the requirements of the commitment system, and the construction administrative department shall implement classified supervision of the project according to the special plan for prefabricated buildings and the construction verification status table. That is, after the main structure is completed, a random inspection shall be carried out according to a proportion of not less than 10% and not less than one single building, and a comprehensive inspection shall be carried out on the projects applying for the prefabricated area award.

Post-acceptance: guarantee the implementation of the plan

The construction unit shall make a special description of the content of the prefabricated building in the project completion acceptance report, and fill in the confirmation form of the prefabricated construction verification at the completion stage. Set up a special acceptance link for prefabricated buildings, and the construction administrative department will continue to implement classified supervision on prefabricated projects, that is, after the project is completed, it will conduct random inspections at a rate of not less than 10% and not less than one single building. Carry out a comprehensive inspection of the projects applying for prefabricated area awards, and at the same time, copy the relevant materials to the natural resources department to ensure that the awards are accurately honored.

Informatization of the whole process: improving supervision efficiency

Improve the prefabricated information supervision platform, open up the whole process of BIM application from design, production to construction, and automatically realize BIM model normative inspection, prefabricated rate calculation and review. The government supervision department can accurately extract the BIM model, progress, parts, assembly rate calculation book and other data of the prefabricated building required for supervision in real time, which can effectively improve the accuracy and timeliness of supervision work.
