The reporter recently learned from the Shantou Housing and Urban-rural Development Bureau that the bureau formulated and issued the "Notice on Further Implementation", which clarified the implementation scope, implementation standards and support policies of Shantou prefabricated buildings.

Clarify two types of project construction methods


In terms of the scope of implementation, the "Notice" clarifies the construction methods of the two types of projects. Among them, public buildings and industrial buildings with a total planned construction area of 20,000 square meters (inclusive) or above or a single construction area of 5,000 square meters (inclusive) or above for government-invested projects, affordable housing with a total planned construction area of 30,000 square meters (inclusive) or above or a single building area of 10,000 square meters (inclusive) or above shall be prefabricated. Road traffic, municipal engineering, public facilities, urban integrated pipe gallery and other projects should follow the principle of "doing everything that can be done", and some or all of the construction content should adopt the prefabricated construction method.


For social investment projects with a planned total construction area of more than 100,000 square meters (including industrial buildings), if they are located in the central urban area, more than 30% (inclusive) of the construction area must be prefabricated. If it is located in a non-central urban area, more than 20% (inclusive) of the building area must be prefabricated. The total planned construction area of the project is less than 100,000 square meters, of which new construction projects with a single building area of 20,000 square meters (inclusive) or more must be constructed by prefabrication.


In terms of implementation standards, the "Evaluation Standards for Prefabricated Buildings" (DBJ/T15-163-2019) is implemented for the identification of prefabricated buildings, that is, the evaluation score of the main structure part is not less than 20 points. The evaluation score of the enclosure wall and inner partition wall shall not be less than 10 points; full decoration shall be adopted; the assembly rate shall not be less than 50%.


Compared with traditional construction methods, prefabricated buildings are greener.


The pre-sale certificate will not be issued if the project does not meet the requirements


The "Notice" requires that project construction units adopting prefabricated buildings shall submit the prefabricated application materials to the drawing review agency for review and evaluation when the construction drawing design documents are submitted for review. If it fails to meet the requirements after review, the drawing review agency shall not issue a qualified report on construction drawing design documents, and the competent housing and urban-rural development departments at all levels shall not issue a construction permit.


In the completion acceptance stage of the project, the construction unit must organize all parties involved in the construction to evaluate the new prefabricated building project, and give a special explanation on the technical score of the prefabricated building in the project completion acceptance report. Projects that do not implement prefabricated buildings in accordance with the land supply contract and planning permit requirements shall not pass the completion acceptance. For commercial housing projects that do not implement prefabricated construction in accordance with relevant requirements such as planning permits and construction permits, commercial housing pre-sale certificates will not be issued.


It is worth noting that the "Notice" also refines the support policies for prefabricated buildings. Among them, construction projects that adopt prefabricated construction and meet relevant requirements can enjoy lower conditions than traditional construction projects when applying for commercial housing pre-sale licenses, and priority will be given to applying for project excellence.


Provide comprehensive financial support to parts and components manufacturers, production bases and prefabricated building development projects; give priority to credit support for consumers who have purchased prefabricated building projects, and give preference to loan amount, loan term and loan interest rate, etc. If you use the housing provident fund loan to purchase commercial housing that has been identified as a prefabricated building, the provident fund loan amount can be increased by 20%.


It is understood that as early as the end of 2019, Shantou City issued an implementation plan for vigorously developing prefabricated buildings. It is mentioned that by the end of 2025, the proportion of prefabricated buildings in the central urban area will reach more than 30% of the new construction area, and that in other areas will reach more than 20%, of which the prefabricated building area of government-invested projects will account for more than 50%. Further improve the development policy and technical support system of prefabricated buildings, and basically form a good situation dominated by the market.
