On March 9, Yantai City issued the "Notice on Implementing the Relevant Requirements for Prefabricated Buildings in the Design Phase" (hereinafter referred to as the "Notice"). It is clear that in 2022, the proportion of newly constructed prefabricated buildings in the city will account for more than 40% of the newly built buildings, and it will increase year by year. By 2025, it will reach 60%.



Prefabricated buildings are buildings assembled on site with prefabricated parts, including prefabricated concrete structures, steel structures, modern wood structures, and other structural systems that meet the technical requirements of prefabricated buildings. The "Notice" clarifies that from the date of issuance of the document, the prefabricated construction area of newly transferred development and construction projects should account for more than 40% of the total construction area of the project, and it should be agreed in the land transfer document or construction condition opinion letter. For the development and construction projects that have been assigned, the agreed projects will continue to be implemented in accordance with the relevant agreements. For projects without an agreement, if the construction drawings are submitted for review before May 31, 2022 and all the elements are complete and accepted, it can be implemented according to the requirement that the construction area of the prefabricated construction method is not less than 30% and the assembly rate is not less than 30%. If the construction drawings are submitted for review after May 31, 2022, they will all be implemented in accordance with the requirements of new development and construction projects in 2022, that is, the prefabricated building area accounts for not less than 40% and meets the relevant regulations of Shandong Province's "Assembly Building Evaluation Standards". 



According to the deployment requirements of the Municipal Party Committee and the Municipal Government, Yantai City will continue to increase the promotion of prefabricated buildings. The "Notice" pointed out that the city's new civil buildings should fully apply prefabricated interior partition panels, stair slabs, and floor slabs, and encourage the use of prefabricated vertical components and prefabricated beams. Government-invested or government-invested teaching buildings, office buildings, student dormitories, canteens and other new school building projects, as well as public rental housing, apartment (dormitory) projects should use prefabricated steel structure buildings. Government-invested or government-led public building projects with a single area of more than 5,000 square meters and large-scale public building projects invested by society should adopt prefabricated buildings and give priority to prefabricated steel structure technology. Large-span, large-space public building projects should give priority to the use of prefabricated steel structure technology; the city's various types of affordable housing, shed reform and resettlement housing, talent housing, demolition and resettlement housing should use prefabricated buildings.



At the same time, the design unit should design in accordance with the established prefabricated building proportion requirements and evaluation standards. The design documents should include a special chapter on the evaluation of prefabricated buildings, and the drawings should specify the system of prefabricated buildings, the types and application locations of prefabricated components, and the connection method of main structural components; the building unit assembly rate calculation book should be provided during the review of construction drawings. Special design for possible major risk control. Promote generalized, modular, and standardized design, popularize information technology, strengthen the selection and integration of complete sets of technologies, common parts, and standardized functional spaces, and avoid secondary split designs. When reviewing construction drawings, the construction drawing review agency shall comply with the relevant requirements of prefabricated building design standards, prefabricated building evaluation regulations, land transfer documents and construction condition opinions. Review the assembly rate calculation and pre-evaluation results of prefabricated buildings in the construction drawing design documents. The construction drawing design documents that do not carry out the special design of prefabricated buildings in accordance with the requirements of this notice shall not be accepted. For projects that do not reach the design depth of prefabricated buildings, or whose assembly rate calculation and pre-assessment of prefabricated buildings do not meet the requirements for prefabricated buildings evaluation, no construction drawing examination certificate shall be issued. The construction project quality supervision agency shall strengthen the supervision and management of the project construction process to ensure that the project is constructed according to the drawings; for the construction projects that have not implemented the relevant requirements for prefabricated buildings, they will not pass the completion acceptance inspection, and will not go through the completion acceptance inspection and filing procedures.
