In order to conscientiously implement the spirit of the relevant documents of the State Council and the provincial government, effectively promote the implementation of the development of prefabricated buildings in Suizhou, and guide the transformation and upgrading of the construction industry, a few days ago, the leading group for promoting the development of prefabricated buildings in Suizhou issued the "Notice on Clarifying the Development Goals and Tasks of Prefabricated Buildings and the Responsibilities of Member Units" (hereinafter referred to as the "Notice").


A prefabricated building is a building that prefabricates parts in a factory and assembles them on site. The development of prefabricated buildings is conducive to energy conservation, consumption reduction, pollution reduction, improvement of project quality and safety level and labor productivity, conducive to the formation of emerging industries, and has a positive effect on stimulating social investment and promoting economic growth.


The "Notice" clarifies the development goals, tasks and support measures of prefabricated buildings in Suizhou. From February 1, 2022, projects such as new public rental housing, shantytown renovation and resettlement housing, and government-invested projects in the urban planning area of Suizhou will be fully implemented in prefabricated construction. Commercial buildings with a single unit of 20,000 square meters (inclusive) or above, and the main buildings in industrial, warehousing, and logistics land are standard workshops, and they shall be constructed in a prefabricated way. If the land use right is obtained by way of bidding, auction and listing, the newly built residential buildings shall be built according to the area ratio of 30% (including no less than 35% in Chengnan New District), and the prefabricated buildings shall be constructed in the first phase of the local block. By the end of 2025, 1-2 prefabricated building production bases will be built, the city's prefabricated buildings will account for more than 30% of the new construction area, and the new prefabricated buildings will reach the green building evaluation standard of one star or above.


The "Notice" requires all functional departments to conscientiously implement relevant support measures, to control the source in project establishment, planning, land transfer and bidding, and to provide policy support in investment promotion, taxation and technological innovation. Strengthen quality supervision in the production of prefabricated building parts and on-site construction, establish a closed-loop management mechanism for the entire process from project initiation, planning, construction to acceptance, and form an atmosphere of joint control and joint management by departments. Accelerate the development of prefabricated buildings with practical actions, and effectively promote the transformation and upgrading of the construction industry and the high-quality green development of cities.
