The "14th Five-Year" Energy Development Plan of Haikou City requires solid efforts in "carbon peaking and carbon neutrality". Establish and improve a green, low-carbon and circular development economic system, and strive to build a new pattern of "clean, low-carbon, safe and efficient" energy development. Haikou Jiangdong New Area Administration has recently refined the division of responsibilities, and will implement plans from the construction of photovoltaic power generation application demonstration areas, clean energy vehicle supporting infrastructure construction and operation demonstration areas, and green and low-carbon recycling industry clusters, and build a zero-carbon new city from a high starting point.

Green is the background color of Jiangdong New Area. Jiangdong New Area implements ecological low-carbon indicators, and a large number of green buildings and low-carbon facilities continue to emerge. The roof is covered with photovoltaic panels, and the window glass can also generate electricity by "basking in the sun"... Recently, the reporter saw at the Haikou Jiangdong New District Enterprise Port project site that the project adopts the construction technology of "assembled steel structure integrated modular system" to reduce carbon emissions and reduce environmental pollution from the whole process of production, transportation and construction.

The total construction area of the enterprise port project is 23,000 square meters. It is built with 297 modular boxes and 800 tons of steel structural components. It takes 8 days to complete the hoisting construction of all modular units. "Compared with traditional buildings, prefabricated buildings have the characteristics of being dismantled, movable, reconfigurable, and recyclable, and are highly in line with the development trend of the construction industry of low-carbon construction, green buildings and circular economy." The person in charge of the project said.

At the end of January this year, Haikou Jiangdong New Area Development and Construction Co., Ltd. signed an agreement with Sinopec Sales Co., Ltd. Hainan Petroleum Branch and Hainan Sinopec Co., Ltd. to jointly promote the construction of comprehensive energy supply station and living station project in Haikou Jiangdong New Area. The project is an important part of the "new infrastructure" of Jiangdong New Area and a key link in the promotion and development of new energy vehicles. It will play a role in improving the quality and efficiency of the comprehensive energy infrastructure construction in Jiangdong New Area, and help Jiangdong New Area to speed up the construction of a zero-carbon new city.

Gather green and low-carbon industries

Promote the construction of demonstration parks

In the construction of the photovoltaic power generation application demonstration area, the new buildings in Jiangdong New Area are equipped with rooftop distributed photovoltaic power generation systems, and the area of photovoltaic panels is required to be no less than 50% of the roof area. The new ground open-air fixed parking spaces are equipped with photovoltaic carports, and the area of photovoltaic panels is not less than the area of the parking space. At the same time, the construction of smart grid in Jiangdong New Area will be promoted, and natural gas stations and supporting pipelines will be improved.

In terms of building a demonstration zone for the construction and operation of supporting infrastructure for clean energy vehicles, Jiangdong New Area actively builds charging and swapping stations, hydrogen production and refueling stations, and comprehensive energy supply stations. To popularize the use of new energy vehicles, it is required that the new above-ground fixed parking spaces have a charging facility allocation rate of 100%, and the fast-to-slow charging ratio should not be lower than 1:7. It is required that the new underground fixed parking space charging facilities have a configuration rate of 100%, and the fast and slow charging ratio should not be lower than 1:15.

In terms of building green and low-carbon recycling industry clusters, Jiangdong New Area actively promotes the construction of low-carbon demonstration parks and encourages the agglomeration and development of green and low-carbon recycling industry enterprises. Introduce new energy vehicles, energy storage, hydrogen fuel cells, wind power photovoltaic module companies, and select high-quality companies to carry out pilot projects of green and low-carbon circular supply chains. Support green and low-carbon recycling technology innovation, green credit and green financing, etc., actively carry out carbon emission trading, and build resource recycling processing bases.

In Jiangdong New Area, high-quality drinking water plants are in full swing, and many new projects have adopted green and low-carbon prefabricated construction techniques. In the future, Jiangdong New District will also increase the development and application of technologies in recycling, degradability, and zero-carbon, and promote the construction of a national ecological civilization pilot area exhibition area and a world-class zero-carbon new city with high starting point planning and high quality.
