Xinjiang introduced measures to promote the development of prefabricated buildings

Recently, the Housing and Urban-Rural Development Department of Xinjiang Autonomous Region issued the "Administrative Measures for Prefabricated Building Industry Bases and Demonstration Projects in the Autonomous Region" (hereinafter referred to as the "Administrative Measures") and the "Measures for the Evaluation of Prefabricated Buildings in the Autonomous Region" (hereinafter referred to as the "Evaluation Measures").

The "Administrative Measures" clarifies the application and evaluation procedures for prefabricated construction industrial bases and demonstration projects. Industrial bases are divided into park-type industrial bases and enterprise-type industrial bases. Those rated as autonomous region-level industrial bases and demonstration projects are given priority to apply for national-level prefabricated construction industry bases and demonstration projects, and enjoy the relevant support policies of the autonomous region.

The "Evaluation Method" clarifies the evaluation subject and evaluation procedures of prefabricated buildings. The evaluation of prefabricated buildings is divided into two stages: pre-evaluation at the design stage and project evaluation. In accordance with the principle of territorialization, the competent departments of housing and urban-rural construction in various localities (states and cities) are responsible for the implementation and management of the evaluation of prefabricated buildings in their respective jurisdictions. The evaluation results of prefabricated buildings can be used as the performance of prefabricated buildings, included in the scope of green finance support, and used as a basis for enjoying preferential policies for prefabricated buildings.

The autonomous region has established a unified prefabricated building evaluation expert database in the region, developed a prefabricated building evaluation system, prefabricated building industry bases, demonstration projects and evaluation work. Statistical analysis of the development of prefabricated buildings is carried out through the system of declaration, expert selection, and publicity of evaluation results.

Prefabricated buildings are an important technical path for the construction industry to achieve the dual-carbon goal, and an important measure for the structural reform of the supply side of the construction industry. The Housing and Urban-Rural Development Department of Xinjiang Autonomous Region earnestly implements the work arrangements of the state and the autonomous region on vigorously developing prefabricated buildings, promoting the coordinated development of intelligent construction and building industrialization, and accelerating the construction of prefabricated building industry bases and demonstration projects. Further standardize the evaluation of prefabricated buildings, effectively improve the industrialization, informatization and intelligent development level of the construction industry in the region, and promote the high-quality development of the construction industry.
