Mianyang City, Sichuan Province promotes high-quality development of prefabricated buildings

The construction industry is a major contributor to carbon emissions. According to data released by the China Building Energy Conservation Association, carbon emissions during the entire construction process account for more than half of China’s total carbon emissions.

The prefabricated building is a new building production method that realizes energy saving, environmental protection, and maximizing the full-cycle value of building products and sustainable development. It greatly avoids the occurrence of construction waste, reduces energy consumption by more than 20%, and has obvious advantages in energy saving and emission reduction. In recent years, among the construction projects started in Mianyang, the proportion of prefabricated construction projects is only 20%, and the improvement potential is still very large.

In this regard, during the second session of the Eighth CPPCC, the Mianyang Municipal Committee of the Peasants and Workers Party submitted a collective proposal "Suggestions on Promoting the High-Quality Development of Prefabricated Buildings in Our City".

The proposal believes that the Chengdu area already has a relatively mature prefabricated construction industry system. Mianyang City can choose Chengdu enterprises with strengths in management, technology, production, construction, etc. to settle in the city to participate in local competition, and demonstrate the rapid development of prefabricated buildings in Mianyang City. It is recommended that the Municipal Housing and Construction Commission lead relevant departments to study the development status of the city's construction industry, formulate a roadmap and timetable for the development of prefabricated buildings, and benchmark Chengdu to increase the proportion of prefabricated building projects in Mianyang City and the proportion of assembly rates of different types of projects. 

The proposal suggests that Mianyang construction enterprises should be organized to learn the knowledge and skills of prefabricated buildings, and survey and design practitioners, technical leaders of development projects, supervision engineers, quality and technical supervision and other technical personnel. Carry out technical training such as prefabricated building design scheme, construction technology, construction method, calculation of assembly rate, and completion acceptance, and comprehensively promote the in-depth development of prefabricated buildings in Mianyang. The Municipal Housing and Urban-Rural Development Commission issues certificates to individuals who have passed the training exam, and requires companies engaged in prefabricated buildings to require project certificate management. Enterprises with insufficient number of certificates for a single project personnel are not allowed to engage in the project services, forcing the construction industry personnel in our city to quickly and comprehensively master the knowledge and skills of prefabricated construction.

The proposal also proposes to establish prefabricated construction industrial parks to promote the development of prefabricated construction industry clusters. Guide the rational distribution of production capacity, build prefabricated construction industrial parks in qualified counties (cities, districts), meet the requirements of prefabricated construction factory production, and promote the development of prefabricated construction industry clusters. Enterprises in the construction industry are encouraged to appraise and create cups in the field of prefabricated buildings. It is suggested that Mianyang City implement a bonus point system for construction bidding projects. For construction companies that have won national, provincial and municipal awards in the field of prefabricated buildings, each award will be converted into a certain point value. It can be used in bidding and bidding to encourage the high-quality development of the construction industry, creating high-quality products and producing high-quality products.
