The "Henan Province Green Building Regulations" have been deliberated and adopted at the 29th meeting of the Standing Committee of the Thirteenth National People's Congress of Henan Province, and will come into force on March 1, 2022. Previously, nine departments including the Housing and Urban-Rural Development Department of Henan Province jointly issued the "Henan Province Green Building Action Implementation Plan", proposing to accelerate the development of green buildings. By the end of 2022, the proportion of green buildings in new urban buildings will reach 70%.

According to reports, green buildings refer to high-quality buildings that save resources, protect the environment, reduce pollution, provide people with healthy, suitable and efficient use space during the whole life cycle, and maximize the harmonious coexistence between man and nature.


The green and low-carbon transformation strategy is one of the "Ten Strategies" in Henan Province. The concept of green development will be implemented in all aspects of the province's development. On December 27, 2021, the 29th meeting of the Standing Committee of the Thirteenth National People's Congress of Henan Province was held in Zhengzhou.


When the "Regulations (Draft)" was reviewed, it was newly added that a residential area with a construction area of more than 100,000 square meters should be constructed in accordance with the green building standard of two stars or above. When granting or allocating land, government departments shall incorporate the green building grade requirements determined by the planning conditions for construction land into the state-owned land use right grant contract or the state-owned land allocation decision.


Nine departments issued a document by the end of 2022, 70% of new urban buildings should be energy-saving


In recent years, the national and provincial and municipal governments have issued numerous policies to promote green buildings. Previously, 10 departments including the Ministry of Housing and Urban-Rural Development and the National Development and Reform Commission issued the "14th Five-Year Plan for the Implementation of National Cleaner Production", proposing that by 2025, new buildings in cities and towns will fully meet green building standards. Green buildings are developing vigorously with the east wind of policy, and will be more valued by the country and people in the future.

Zhengzhou subsidized green buildings 5 years ago


Zhengzhou City, Henan Province issued the "Notice on the Comprehensive Implementation of Green Building Standards" in 2017, announcing that from December 20, 2017, the urban planning area of Zhengzhou City, including Zhengzhou Airport Area, Zhengdong New Area, Zhengzhou High-tech Zone, Zhengzhou Economic and Technological Development Zone, and newly-built civil buildings (excluding individual self-built houses) within the scope of counties (cities, districts) fully implement green building standards.


The notice mentioned that in order to promote the development of green buildings, on the basis of enjoying the corresponding financial subsidies from the state, province and city, starting from January 1, 2018, subsidies will be given to projects within the scope of Zhengzhou Airport Area, Zhengdong New Area, Zhengzhou Economic Development Zone, Zhengzhou High-tech Zone, Zhongyuan District, Erqi District, Jinshui District, Guancheng Hui District, and Huiji District.


A reward of 7.5 yuan/square meter (building area) will be given to projects that have obtained a two-star green building design label; a reward of 12.5 yuan/square meter (building area) will be given to projects that have obtained a three-star green building design label.


The notice requires construction units to set up signs on prominent parts of the construction site to clarify basic information such as building energy conservation information (including green building design label grades) and the quality warranty period of energy conservation projects. Ensure that the building energy-saving measures of the project comply with national and local green building standards, and promote all parties involved in the construction to comply with green building standards and specifications.
