Guizhou: By the end of 2022, prefabricated buildings will account for more than 20% of new urban buildings in the province

Recently, the Guizhou Provincial Department of Housing and Urban-Rural Development issued the "14th Five-Year Plan for Construction Technology and Green Building Development Plan of Guizhou Province" (hereinafter referred to as the "Plan"). Among them, it is clear that the construction projects such as office buildings, schools and hospitals invested by regional governments are actively supported and encouraged to adopt prefabricated construction. By the end of 2022, prefabricated buildings in Guizhou Province will account for more than 20% of new urban buildings in the province.

The "Planning" proposes that during the "14th Five-Year Plan" period, cultivate key prefabricated building enterprises and industrial bases with advanced technology, professional support and standardized management. Strengthen the guidance to 7 national-level prefabricated construction industry bases, including Guizhou Jianhe Yuanfang Forestry Investment and Development Co., Ltd., Guizhou Lvzhu Kejian Housing Industrialization Development Co., Ltd., and Guizhou Xinggui Hengyuan New Building Materials Co., Ltd. Promote the construction of prefabricated construction industry bases such as provincial design, scientific and technological research and development, and production of parts and components, and promote the agglomeration and development of prefabricated construction industry. Guide the rational layout of parts and components production enterprises in the construction industry, increase the degree of industrial agglomeration, cultivate and expand the industrial chain, and improve the level and quality of the industry.

The "Planning" proposes that prefabricated building technologies and products should be preferentially used in government-invested office buildings, schools, hospitals and other construction projects, and play a role in demonstration and guidance. Combined with the province's demonstration small towns, characteristic towns, and beautiful rural construction, explore the pilot application of prefabricated steel structure buildings in the construction of farm houses.

Promote the large-scale development of prefabricated buildings in key areas. Guiyang City, Zunyi City, Anshun downtown area and the direct management area of Gui'an New District are the areas to actively promote the development of prefabricated buildings, and other areas are encouraged to promote the development of modern wood structure prefabricated buildings. Vigorously promote the use of prefabricated construction in government-invested projects, and actively cultivate and develop prefabricated construction industry bases and demonstration projects.

The "Planning" makes it clear that the renovation of shanty towns with a construction scale of more than 20,000 square meters (except for monetized resettlement), public buildings and government-invested office buildings, schools, hospitals and other construction projects in the region are actively promoted, and prefabricated construction is widely used. For newly built projects with an above-ground construction area greater than 100,000 square meters, no less than 30% of the building size shall be actively constructed with prefabricated construction. Rational layout and construction of prefabricated building production bases, overall planning and construction of prefabricated building industrial bases across the province, and by the end of 2023, the province will cultivate a number of industrial clusters with advantageous enterprises as the core and collaboration across the entire industry chain. By the end of 2025, the proportion of prefabricated buildings in the province will reach 30% of new buildings, forming a group of industrial clusters with obvious characteristics based on backbone leading enterprises, technology research and development centers, and industrial bases. The technical level of prefabricated buildings has made great progress, and the ability of independent innovation has been significantly enhanced.
