Under the correct leadership and strong support of the Provincial Department of Construction, taking the country's only green building and green finance coordinated development pilot as an entry point, we will adhere to the cooperation between industry and finance, policy and standard coordination, and reform and innovation. High-quality exploration has promoted the green development of the entire industrial chain of "green construction, green building, and green building materials" in the construction industry.

Use policies to lead the way and establish a system "supply library"

Adhere to the use of the best policy, the best standard and the highest standard to achieve the "three firsts".

First, it was the first in the country to issue the “Opinions on Accelerating the Quality Improvement and Development of Green Buildings” at the municipal level, involving 16 incentive policies such as evaluation and financial support.

The second is to take the lead in compiling and publishing local standards such as "Huzhou City Green Building Evaluation Guidelines", "Huzhou City Existing Public Building Energy-saving Retrofit Technical Guidelines" and other local standards, forming a complete green building implementation and evaluation system.

The third is to promulgate China's first prefecture-level green finance promotion regulations, incorporating the coordinated development of green buildings and green finance into the local legislative system, thoroughly stimulating the vitality of green building development. In 2021, a total of 9 companies in the city will receive a plot ratio award of 48,500 square meters, or about 728 million yuan.

Strong financial guidance, leveraging green construction "new blue ocean"

Vigorously played the role of financial prying board, and successively launched more than 30 products such as "zero-carbon building loan" and "green building loan". China's first "carbon neutral" sub-branch was built, China's first "green building loan for rural housing" was launched, and the province's first "carbon neutral" bond was issued. In 2021, the city's green building loan balance will reach 25.914 billion yuan, and the green building loan balance will increase by 74.25% year-on-year, driving the proportion of new green buildings in the city to reach 100%, and the new green building area will reach 23.239 million square meters, a year-on-year increase of 41.6%. It drove the output value of the construction industry to break 90 billion yuan (94.91 billion yuan) for the first time, and the output value in the province increased by 15.3% year-on-year, ranking third in the province in terms of growth rate and the highest in the past years.

Grasp the high standard pilot, explore and develop the "commanding heights"

In 2021, we will take the lead in carrying out the pilot project of ultra-low energy consumption buildings in the whole province, and promote three zero-carbon building demonstration projects such as "Yubugu International Resort Town" and South Taihu CBD office building. The overall carbon emission of the project can be reduced by 92%. At the same time, the Changdong area of South Taihu New District implemented a high-star construction in the whole region, and was approved as the first three-star green ecological city in the province, and promoted the proportion of two-star and above green buildings in the city to 31.2%. A total of 31 high-star green building label projects have been awarded, with a construction area of 4.2815 million square meters, a year-on-year increase of 10 times. The number of green building labels ranks first in the province, making a useful exploration for our city to take the lead in realizing the "double carbon" goal in the field of construction.

Leading with numbers to enhance the "driving force" of progress

On the one hand, starting from the application side, the green building energy-saving and low-carbon "code-on-management" application has been approved as the first batch of pilot projects for digital application scenarios of the province's housing and urban-rural construction system. Realize the "one-code management" of carbon emissions in green buildings, create "one-code inspection" for green applications, and improve "one-code inspection" for green supervision, and implement digital work in all aspects of the green building life cycle.

On the other hand, starting from the whole process, as the first batch of pilot cities in the country to promote building quality improvement with green building materials, on the basis of the whole process operation of the green building management line, we will vigorously promote the two platforms of “Green Building Link” and government procurement to support green development services. Through the digital operation of the whole process of application, review and supervision, the centralized procurement of green building materials of 123.5 million yuan has been completed, and the seamless connection between green buildings, green building materials, green finance and green procurement has been achieved, and the synergy efficiency has been significantly improved.

In the next step, Huzhou will further increase the innovation, reform intensity and practice depth of the coordinated development of green buildings and green finance, go all out to be a pathfinder of green and low-carbon development, and make new and greater contributions to the green development of the province's construction sector.
