Hainan Free Trade Port vigorously promotes prefabricated buildings to promote the transformation and upgrading of the construction industry

China Railway Construction completed its first green building industrial park in Hainan Province on the 29th.

On December 29, China Railway Construction's first green building industrial park in Hainan Province was put into operation in Jinpaigang Economic Development Zone, Lingao County, Hainan Province. The industrial park has 5 assembly-type construction parts production lines of international advanced level, with an annual design capacity of 100,000 cubic meters.

Currently, China is vigorously developing prefabricated buildings. Hainan also combined the construction of the free trade port to take prefabricated buildings as an important measure to promote the transformation and upgrading of the construction industry and one of the important supporting tasks for carbon peaking and carbon neutrality, and included them as a landmark project for the construction of the national ecological civilization experimental zone.

Compared with traditional construction methods, prefabricated buildings have many advantages: When working on site, it will greatly reduce dust, noise, and sewage. It can save 80% of water, 70% of energy, 20% of material, 70% of time, and 20% of land, which is in line with the national energy-saving and emission-reduction targets.

In the urban area of Haikou, a twin tower with a height of more than 100 meters uses an all-steel structure, which climbs rapidly in height. According to the representative of the project owner, the project has a total volume of 173,000 square meters and adopts an all-steel structure to save time, cost, and space. “Compared with the concrete structure, the project cost is reduced by 10%, and the project housing rate is increased by 3%."

The reporter learned from the Hainan Provincial Department of Housing and Urban-Rural Development that since 2018, Hainan has continuously improved the top-level design framework at the provincial level, including supporting policies, standard systems, production capacity layouts, and talent team building for prefabricated buildings. The province has determined that the area of prefabricated construction projects will be 82, 435, and 11 million square meters in 2018, 2019, and 2020, respectively, and has been rapidly developing at a rate of doubling each year in the past three years. It is a foregone conclusion that the prefabricated building area will exceed 20 million square meters by the end of 2021, and it is expected to double every year for four consecutive years. At the same time, due to the use of prefabricated buildings, Hainan Province will achieve a source reduction of construction waste of approximately 220,000 tons in 2020.

Liu Lianwei, deputy director of the Hainan Provincial Department of Housing and Urban-Rural Development, said in an interview with the media that the prefabricated buildings not only meet the development requirements of the Hainan Province's strategy of building a national ecological civilization experimental zone, but also have the advantages of high industrialization, short construction period, convenient transportation of structural parts, recyclability throughout the life cycle, and green environmental protection. At present, the proportion of prefabricated buildings in newly built prefabricated buildings still has a lot of room for improvement.

Hainan Province is improving the production capacity layout of prefabricated buildings and promoting the construction of bases. According to the "Hainan Province Construction Industry Modernization (Prefabricated Building) Development Plan (2018-2022)". In addition to the existing prefabricated building industrialization bases in Chengmai, Ding'an, and Wanning, as well as the proposed prefabricated building industrialization bases in Sanya, the newly-added production capacity of prefabricated building components is in principle planned and concentrated in the Lingao Jinpai Port Development Zone.

Zhang Yu, deputy general manager of China Railway Construction Construction Development (Hainan) Co., Ltd., said that currently its main business is prefabricated PC components. The next step will focus on the development and production of assembly-type products for the entire industry chain, including laminated panels, stairs, shear walls, partition walls, balconies, etc. The products are based in Hainan, facing the Guangdong-Hong Kong-Macao Greater Bay Area, and radiating Southeast Asia.

According to the official introduction, there are currently 24 component production bases in Hainan Province, including 18 concrete precast component production bases, with a designed annual production capacity of approximately 1.57 million cubic meters per year. There are 6 steel component production bases with a designed annual production capacity of about 340,000 tons/year. In addition, 6 are under construction and 4 are planned.

The Housing and Construction Department of Hainan Province has continued to promote the development of the prefabricated construction industry by starting with policy support, talent training, and government supervision. In terms of policies, the floor area ratio incentive policy was stipulated in the "Implementation Opinions of the People's Government of Hainan Province on Vigorously Developing Prefabricated Buildings" issued in 2017. It is clarified that before the end of 2020, for commercial housing projects constructed in a prefabricated manner and meet the national prefabricated building certification standards, the building area of the part that meets the requirements of prefabricated buildings may not be included in the calculation of the floor area ratio according to a certain proportion. Since then, Hainan Province has continued this policy until December 31, 2022.

At present, Hainan has formulated and promulgated the "Hainan Province Prefabricated Building Development Goal Responsibility Assessment Measures", established a normalized supervision and evaluation mechanism, and timely notified the annual prefabricated building progress in cities and counties across the province.
