According to the creation goals proposed in the "Shandong Province Green Building Action Implementation Plan", By 2022, green buildings will account for more than 80% of newly built civil buildings in cities and towns in the province, star-rated green buildings will continue to increase, residential health performance will continue to improve, and the application of green building materials will be further expanded; The prefabricated construction methods of newly-built buildings in cities and towns accounted for 30%, and the pilot construction of steel-structure prefabricated houses achieved positive results. To this end, the plan has clarified 18 key tasks in terms of planning, improving building energy efficiency, reforming construction methods, improving residential health performance, and establishing user supervision mechanisms.

In order to promote the high-quality development of green buildings, the plan proposes to formulate scientific development plans, scientifically determine green building development goals, clarify requirements for the proportion of high-star green buildings by category and sub-region, and express them in the announcement of state-owned construction land transfer. Promote green buildings in an all-round way, and fully implement green building standards for new civil buildings in cities and towns. Among them, government-invested or government-invested public buildings and other large public buildings are constructed in accordance with high-star green building standards. New urban areas are planned and constructed in accordance with the standards of green ecological urban areas to promote the large-scale and intensive development of green buildings.

Combining the prevention and control of the epidemic and the actual situation in Shandong Province, improve the relevant standards and specifications of green buildings, clarify the requirements for health performance design and building materials selection, improve the health performance indicators of building indoor air, water quality, and sound insulation, and enhance the visual and psychological comfort of buildings. Support eligible projects to create residential health performance demonstrations.

At the same time, strengthen technical guidance for buyers, formulate home inspection guidelines for green residential buyers, provide a followable and operable method basis for buyers to conduct residential green performance and full decoration quality acceptance, and guide green housing development and construction units to cooperate with home buyers to do a good job of home inspection.
