Recently, the Hefei Urban and Rural Construction Bureau issued a new regulation and banned the prefabricated component enterprises from illegally subcontracting production tasks, and must not disrupt the market by means of low-price competition.

At present, the number of prefabricated buildings in Hefei is constantly increasing, and they can be seen in public rental housing, commercial communities, public buildings and even farm houses.

In recent years, the average annual growth rate of prefabricated construction starts is nearly 50%, and it is expected that the construction scale in a year is expected to reach 20 million square meters by 2025.

Different types of prefabricated components are equivalent to the bones and muscles of prefabricated buildings. The quality of these components directly affects the safety performance and living comfort of the house. To this end, the Hefei Urban and Rural Construction Bureau issued a notice requesting to strengthen the quality management of precast concrete components of prefabricated buildings to ensure the quality and safety of prefabricated construction projects.

According to the latest policy, prefabricated component manufacturers must be responsible for the quality of prefabricated component products. In the future, other units and individuals must not be allowed to engage in production and business activities in the name of their own units, must not subcontract or illegally subcontract production tasks, and must not disrupt the market by means such as vicious low-price competition.

When prefabricated components leave the factory, the manufacturer should provide quality certification documents such as product qualification certificates and factory inspection reports, and the products should be marked in a conspicuous position. The marking content includes information such as production unit, component name, component number, use location, production date, etc., so as to realize the whole process positioning and quality traceability of prefabricated components.

In order to properly supervise the industry, the Hefei Urban and Rural Construction Bureau will publicly collect information on manufacturers of prefabricated construction parts. Include eligible enterprises into the Hefei City Prefabricated Construction Parts Manufacturing Enterprise Directory, which will be regularly announced to the public for the city’s prefabricated construction projects to independently select and use.

The general contractor of the project shall perform the main responsibility for the quality of the project, and select the best production enterprises with strong comprehensive capabilities in terms of production capacity, production conditions, quality management, human resources, and transportation distances. "It is not allowed to arbitrarily compress the production cycle of prefabricated components, and it is not allowed to express or imply that the production enterprise lowers product quality standards.
