Anhui Province will provide funds to support pilot projects such as ultra-low energy buildings in 2022

A building can reduce heat radiation, absorb floating dust, generate oxygen, and save electricity and water. Recently, a construction project in Hefei won the top national award, providing a "model" for buildings in areas with hot summers and cold winters. On November 25, the reporter learned from the Department of Housing and Urban-Rural Development of Anhui Province that Hefei is currently leading the province in the development of green buildings. With the start of the application of special funds for green buildings and prefabricated buildings in Anhui Province in 2022, the provincial financial funds will increase efforts to support the development of pilot projects such as prefabricated steel structure residential areas and ultra-low energy building areas.

Hefei project won the highest national green building award

In the list of 2020 National Green Building Innovation Awards announced by the Ministry of Housing and Urban-Rural Development this year, Anhui has two projects officially selected. Among them, the "Anhui Urban and Rural Planning and Construction Building" recommended by Hefei City won the second prize, which is the highest award won by the Anhui project.

The National Green Building Innovation Award is established by the Ministry of Housing and Urban-Rural Development and is selected every two years. It has become the most authoritative, influential, and highest-level green building award in the country. A total of 61 projects were awarded this time, including major projects such as "Beijing Daxing International Airport Passenger Terminal", "Hongqiao Business District Core District Office Building", and "China Expo Convention and Exhibition Complex". The successful selection of the Hefei City project has increased the confidence of the city's green buildings towards high-quality, and has also established an advanced model for Anhui to promote the high-quality development of green buildings.

Anhui Urban and Rural Planning and Construction Building is located at the northeast corner of the intersection of Ziyun Road and Baohe Avenue in Binhu New District, with a construction area of approximately 46,000 square meters. It is the first civil building in the province to receive the green building three-star operation mark, and it has won the highest level of green building in China. Now it has won the highest national award for green building, adding a strong touch to the development of green buildings in Anhui.

Anhui Province’s urban and rural planning and construction buildings are really unique. They can reduce heat radiation, absorb dust, generate oxygen, and save electricity and water.

The project adopts multi-level greening, combining site greening, courtyard greening, roof greening and vertical greening. Let the building roof and vertical facades wear "green clothes" to form a three-dimensional package, which improves the thermal performance of the roof and walls and the indoor thermal comfort. These "green sceneries" not only enhance the roof's thermal insulation and sound insulation effects, but also play a role in absorbing floating dust and generating oxygen, and can also reduce the heat radiation from the facade to the office space.

The project uses a variety of green lighting energy-saving technologies in different areas, and rationally selects lighting accessories according to the functional zoning of the building. Offices, management rooms, equipment rooms and other independent small spaces adopt single light and single control. Stairwells, corridors, elevator front halls, reception halls and other places automatically turn on and off lighting according to the working time program. Smoking rooms and toilets are controlled by human movement sensors to light up, and underground garage parking spaces are controlled by LED induction.

Actively use renewable energy, install solar photovoltaic on the roof, and adopt solar-LED public lighting technology, which can achieve a power saving rate of more than 90%. Centrally set up horizontally installed solar collector panels on the roof frame for hot water in the kitchen, shower water and boiling water in the auxiliary building. At the same time, a ground-source heat pump system with vertical buried pipes is used to make full use of shallow underground geothermal resources.

Since Hefei is a water-scarce city, the permeable ground and recessed green space in the project can receive and re-infiltrate rainwater, which can be used for office building green irrigation and landscape water supply. According to the different water demand of different plants, micro-irrigation or drip irrigation is adopted according to the classification. The use of photoelectric induction type and other time delay automatically shuts off the faucet, induction type or foot-operated high-efficiency water-saving urinals and other sanitary appliances. Compared with traditional water appliances, the water saving rate can reach more than 8%.

The project adheres to the concept of "building is close to nature, and the human body is limited and comfortable". On the premise of creating a good sound, light, and thermal environment, it greatly saves various resources such as land, water, energy, and materials. This is conducive to reducing building operation and maintenance costs, and has higher economic benefits. According to operating data, the project saves about 2.847 million kilowatt-hours of electricity and 20,700 tons of water each year. In total, it can save about 2.89 million yuan in operating costs in one year, providing a "model" for green buildings in areas with hot summers and cold winters.

The industry believes that Hefei currently leads the province in terms of scale and quality of green buildings, and is also in the “first square” in the Yangtze River Delta. In order to promote the green and low-carbon transformation and development of urban and rural construction in the province, the Provincial Department of Housing and Urban-Rural Development and the Provincial Department of Finance have recently decided to organize the application of special funds for green buildings and prefabricated buildings in Anhui Province in 2022. Through expert review, the projects, counties (districts), and cities with significant demonstration effects are selected through expert review to be listed in the 2022 provincial demonstration projects for publicity and release, and special provincial financial support is given in accordance with regulations.

In this application, in addition to the demonstration and selection of civil green building projects, it is particularly proposed to encourage pilot projects in prefabricated steel structure residential areas. In addition, provincial financial funds will also vigorously support regional pilot projects for ultra-low energy consumption buildings.
