Hefei City, Anhui Province's prefabricated construction skills "leading" the province to explore a new employment system

In the recently concluded Anhui Prefabricated Construction Professional Skills Competition, Hefei craftsmen achieved excellent results and "leaded" the province. On November 23, the reporter learned from the Municipal Urban and Rural Construction Bureau that the next step in the city will be to speed up the study of a new employment system suitable for the development of prefabricated buildings, tap and introduce a group of outstanding construction management talents, and create a first-class construction industrialization cluster for the Yangtze River Delta.

Competition: Big construction "craftsman" skills leading the province

Recently, in the 2021 Anhui Provincial Prefabricated Construction Professional Skills Competition, the Hefei City representative team achieved excellent results. In the three competitions of the team competition and the individual competition, Hefei won the first place and led the province.

As the province's housing and urban-rural construction system with the highest specifications and the widest participation, the Anhui Province Prefabricated Construction Professional Skills Competition attracted 156 players from 58 teams from all over the province to participate in the competition. Through Liangjian's "craftsman spirit", the skill level is tested. Participants of the Hefei City Representative Team demonstrated their great construction craftsmanship with their superb skills.

"Compared with traditional construction methods, prefabricated buildings have the advantages of shortening the construction period, reducing labor dependence, reducing construction dust and noise pollution, and reducing construction waste and sewage discharge." The relevant person in charge of the Municipal Urban and Rural Construction Bureau said that in the future, as always, the skill training of construction workers will be strengthened. Continuously improve the overall quality of construction workers, focus on cultivating knowledge-based, skilled and innovative prefabricated construction talent teams, and promote the development of prefabricated buildings in the city to a higher level.

Development status: the enhancement of core competitiveness of the foundation of the thick plant industry

The development of prefabricated buildings is the main way to realize the industrialization of construction methods. Standardized production replaces field operations, and ground operations replace high-altitude production, thereby improving the quality of buildings and reducing maintenance costs after use. Hefei City actively promotes new construction methods for building industrialization, the pilot demonstration has gradually shown its leading role, and its core competitiveness is constantly improving.

From 2018 to 2020, 27 projects have been listed as provincial-level prefabricated building demonstration projects, with an area of 3.655 million square meters. Shushan Public Rental Housing and Binhu Qinyuan Resettlement Housing are the largest prefabricated affordable housing projects in the country at the same time. The Central Mansion Project won the third prize of the National Green Building Innovation Award of the Ministry of Housing and Urban-Rural Development.

In the past five years, Hefei City has started a total of 17.57 million square meters of prefabricated buildings, with an average annual growth rate of nearly 50%. In the first half of this year, 3,777,800 square meters of prefabricated buildings were newly started, and the area of newly increased prefabricated buildings increased by more than 70% year-on-year.

Policy-driven: tap and introduce a group of outstanding project construction and management talents

According to market development and changes, Hefei City has reviewed the situation in recent years and has taken the lead in proposing prefabricated commercial houses to give floor area ratio rewards and prefabricated affordable housing (including rural houses) to give cash subsidies. Take the lead in formulating a number of technical standard systems, among which the "Uniform Modulus Standard for Prefabricated Houses" has been recognized as the recommended standard for the integration of the Yangtze River Delta; the first to implement catalog management, effectively improve the quality of prefabricated components, and ensure the quality and safety of prefabricated buildings.

In the next step, the city will provide stronger policy support and guidance, promote more synergy in innovation, and a more visible industry system. Strive to achieve an annual output value of 200 billion yuan for the entire industrial chain of prefabricated buildings by the end of the "14th Five-Year Plan", forming a prefabricated building industry cluster facing the Yangtze River Delta.

To this end, relevant departments will speed up the study of a new type of employment management system suitable for the development of prefabricated buildings, and explore the inclusion of prefabricated buildings in the continuing education and training of engineering and technical personnel. Through the construction of demonstration bases, evaluation of demonstration projects, selection of outstanding project managers, etc., a group of outstanding construction management talents will be tapped and introduced. Innovate talent training models, promote school-enterprise cooperation, encourage institutions of higher learning and vocational schools to offer relevant courses, and oriented training of technical professionals urgently needed in the market.
