In order to implement the provincial and municipal prefabricated building deployment requirements and accelerate the development of the city’s prefabricated buildings, the Construction Management Office of Changchun City Construction Commission recently issued a notice on soliciting opinions on the "Changchun City Accelerating the Development of Prefabricated Building Implementation Measures." According to the notice, the proportion of newly built prefabricated buildings in Changchun City in 2020 will account for more than 20% of the newly built building area. Since 2021, the proportion of newly built prefabricated buildings in the newly built building area will increase by 2% year by year; By 2025, newly built prefabricated buildings will account for more than 30% of the newly built building area. In the future new projects in Changchun City, 30% will be prefabricated buildings.

It is understood that new projects that should adopt prefabricated buildings include projects that obtain land use rights through bidding, auction and listing, residential projects with an above-ground construction area of 50,000 square meters (inclusive) and above-ground construction area of 20,000 square meters (inclusive). The above-mentioned industrial buildings, public buildings and other non-residential construction projects (including factories, warehouses, commercial complexes, hotels, schools, hospitals, etc.) should implement prefabricated buildings, and the prefabricated building area should not be less than 30% of the total above-ground building are; Residential projects with above-ground floor area of 50,000 square meters (inclusive) and non-residential construction projects with above-ground floor area of 20,000 square meters (inclusive) (including schools, hospitals, gymnasiums, etc.) of government-invested projects shall be fully implemented with prefabricated buildings.
