The "Guiding Opinions of the People's Government of Hubei Province on Accelerating the Development of Building Industrialization" issued by Hubei Province in February 2016 already mentioned the need to increase the research and development of prefabricated concrete structures, steel structures, and steel-concrete structures. A batch of core technologies with independent intellectual property rights, such as standard design, parts manufacturing, assembly construction, and finished housing integration, will be formed as soon as possible. The guidance also puts forward relevant supporting policies for the development of prefabricated buildings. In March 2017, Hubei Province formally issued the "Implementation Opinions of the People's Government of Hubei Province on Vigorously Developing Prefabricated Buildings" for a comprehensive layout of prefabricated buildings in Hubei Province.

In 2020, Hubei Province issued the "Notice on Printing and Distributing the Main Points of the Province's Housing and Construction System Industry Work in 2020". Among them, new requirements and plans are put forward for the prefabricated construction industry in Hubei Province, that is, in 2020, the total output value of the construction industry in Hubei Province will continue to maintain the forefront of the country and the first in the central region, and the province's newly started prefabricated construction area will be 9 million square meters.

According to the annual work plan and the requirements of the "Notice on Launching Hubei Province Prefabricated Building Relevant Information Release Work", on December 9, 2020, the Hubei Provincial Department of Housing and Urban-Rural Development released relevant information on Hubei Province prefabricated buildings in the second half of 2020. A total of 71 prefabricated building bases were released this time, including 13 national prefabricated building demonstration bases, 96 prefabricated building application projects, and 3 prefabricated building evaluation standards.

From 2016 to the end of November 2019, the development of prefabricated buildings in Hubei Province maintained a fast track, with a cumulative completed and under construction area of 12.18 million square meters. The provincial government’s goal of starting construction of no less than 10 million square meters in 2020 set by the provincial government was completed ahead of schedule.
