Chengdu, Sichuan: Prefabricated buildings will account for 80% of new buildings in 2025

On November 15, the Chengdu Municipal Bureau of Housing and Urban-Rural Development issued the "Fourteenth Five-Year Plan for the Development of the Construction Industry in Chengdu", requiring all new urban buildings from 2021 to implement prefabricated building requirements in principle, and put forward the goal of 2025 that prefabricated buildings account for 80% of newly built urban buildings that year.

According to the "Planning", during the "13th Five-Year Plan" period, Chengdu has started construction of nearly 100 million square meters of prefabricated buildings, and the assembly rate has increased from 20% to 30% to 30% to 50%. 43 prefabricated production bases have been built (under construction), including 9 national demonstration bases and 12 provincial demonstration bases; the production capacity of prefabricated concrete parts and components reached 3.15 million cubic meters.

In terms of the development goals of the "14th Five-Year Plan", the "Planning" proposes to accelerate the industrialization of new types of buildings represented by prefabricated buildings, and establish a relatively complete prefabricated construction project policy system and technical standard system. The requirements for prefabricated construction will be further improved. By 2025, prefabricated buildings will account for 80% of newly built urban buildings that year.

To this end, Chengdu will strengthen the integrated application of new building industrialization and systematic products; improve the standardized design of parts and components, factory production, assembly construction, integrated application and life-cycle intelligent management capabilities. Using scientific and technological progress and technological innovation as a means to help improve the integration of integrated technologies such as pipelines, kitchens and bathrooms, ceilings, and walls, and promote the popularization and application of prefabricated decoration. Encourage the use of steel and modern wood structures in public buildings, and actively promote the development of steel-structure prefabricated houses.

The "Planning" also proposes that it is necessary to fully promote prefabricated buildings. In principle, all new buildings in Chengdu cities and towns will implement prefabricated building requirements, and the single or average assembly rate shall not be less than 40%. It will study and formulate the pricing basis for prefabricated buildings, support the construction of prefabricated buildings that exceed the basic assembly rate requirements, and the excess will be calculated as the construction cost of residential housing. Support prefabricated construction projects to adopt the EMPC model for bidding, support construction units and suppliers to establish direct contract relationships, and reduce intermediate links such as general contracting and subcontracting.
