Xinjiang actively promotes the development of prefabricated buildings and strives to add 5 national-level industrial bases during the 14th Five-Year Plan

Recently, 16 departments including the Department of Housing and Urban-Rural Development of the Xinjiang Autonomous Region jointly issued the "Several Opinions on Further Promoting the Development of Prefabricated Buildings in the Autonomous Region" (hereinafter referred to as the "Opinions"). It is proposed that by 2025, 5 national and 15 autonomous region-level prefabricated construction industrial bases will be added, and 100 new demonstration projects will be built. A local standard system for prefabricated buildings covering the entire process of prefabricated building design, parts and components production and processing, construction and installation, completion acceptance, and post-operation management has been formed.

The "Opinions" pointed out that during the "14th Five-Year Plan" period, 100% of new projects such as government-funded urban affordable housing projects, office buildings, hospitals, schools, kindergartens, cultural stadiums, municipal comprehensive pipe corridors, industrial park standard factories, and bus stations promote the use of prefabricated buildings. New urban areas, parks, and central urban areas should be delineated and it is clear that 100% of new projects within this limit will use prefabricated buildings. Encourage and support the construction of prefabricated buildings in real estate development projects, and reasonably increase the proportion of prefabricated buildings.

The "Opinions" emphasized that it will support traditional enterprises to transform into prefabricated buildings and supporting industries, increase technological research and development, develop and produce components suitable for prefabricated buildings, and actively develop new energy-saving and environmentally friendly and green building materials that are compatible with prefabricated buildings. Promote the agglomeration and development of the prefabricated construction industry, encourage qualified parks and enterprises to integrate resources, and declare national and autonomous region-level prefabricated construction industrial bases.

The "Opinions" also clarified 9 related preferential support policies, including tax incentives, financial support, floor area ratio support, reductions and exemptions of supporting fees for urban infrastructure, financial support, reduction of the regulatory retention ratio of commercial housing pre-sale funds and advance pre-sales, provident fund loan support, and priority recommendation for national and autonomous region award declarations. At the same time, all localities are required to improve the working mechanism, strengthen the coordination of departments, and strictly implement the regulatory requirements for project approval, land supply, construction drawing review, bidding, issuance of construction permits, quality supervision, and completion acceptance filing.
