Heilongjiang Province "14th Five-Year Plan" to cultivate over 100,000 construction industry workers

A few days ago, Heilongjiang Province issued the "14th Five-Year" construction industry development plan and proposed that the "14th Five-Year" average annual growth rate of the province's construction industry value added will reach 6% or more, achieving a breakthrough in areas where the construction output value exceeds 100 billion yuan. The number of provincial construction industry worker bases will reach 10, the number of enterprise construction industry worker bases will reach 50, and more than 100,000 construction industry workers will be cultivated.

The plan shows that during the "13th Five-Year Plan" period, Heilongjiang Province's housing construction area will be about 110 million square meters, the total output value of the construction industry will be more than 680 billion yuan, the profit and tax will be nearly 50 billion yuan, and the average annual number of employees will be nearly 400,000. The reform of “decentralization, management, and service” was advanced in depth, and the time limit for the approval of the whole process of construction projects was reduced to less than 90 working days. The transformation and upgrading of the construction industry has continued to advance, and 6 national prefabricated building industrialization bases have been approved, 5 provincial prefabricated building industrialization bases have been cultivated, and 47.71 million square meters of green buildings have been promoted throughout the province.

According to the plan, during the "14th Five-Year Plan" period, Heilongjiang Province will strive to achieve more than 8 enterprises with comprehensive qualifications for general construction contracting, and strive to reach more than 300 enterprises with Class A qualifications for general construction contracting. Participation in major infrastructure projects such as rail transit in the province has increased significantly, and the output value of markets outside the province accounted for more than 25% of the total output value of the province’s construction industry. They will steadily advance the coordinated development of intelligent construction and construction industrialization and green construction, and constantly improve the construction market information management system and construction site quality and safety prevention and control system, and will initially form a scientific and technological innovation system combining production, education and research, and an Internet platform for the construction industry.
