Develop green buildings and near-zero energy consumption buildings! Hebei Province accelerates the transformation and upgrading of urban and rural development

Recently, Hebei Province issued the "Implementation Opinions on Promoting the Green Development of Urban and Rural Construction", clarifying the green development goals of urban and rural construction by 2025 and 2035. It is proposed to accelerate the transformation and upgrading of urban and rural construction and development through measures such as promoting the large-scale development of high-quality green buildings, accelerating the development of the near-zero energy consumption building industry, and building a green development infrastructure system.

The "Implementation Opinions" make it clear that Hebei Province will promote the large-scale development of high-quality green buildings. In accordance with the requirements of safety, durability, health and comfort, etc., standardize the design, construction, operation and management of star-rated green buildings. By 2025, the newly-built star-rated green buildings in the province will account for more than 50% of the newly built green building area that year. Fully implement a unified marking system for green buildings. Improve the delivery inspection system, and incorporate residential green performance indicators into commercial housing sales contracts. Encourage the development of zero-carbon buildings and green rural housing. Expand the scale of construction of near-zero energy-consumption buildings (commonly known as "passive houses"), and build a total of more than 13.4 million square meters of near-zero energy-consumption buildings by 2025. Encourage the integration and innovative development of renewable energy and green buildings, and build more than 10 county-wide rooftop distributed photovoltaic development pilot counties by 2025.

Accelerate the development of the near-zero energy consumption building industry. Create a full industrial chain system, focus on the development of core components for near-zero energy consumption buildings, improve and optimize integrated system technology, and build a full-process service system for technology research and development, production, management, design, construction, and supervision. Accelerate the construction of the core demonstration zone for near-zero energy consumption buildings in Xiong'an New District and the construction of near-zero energy building industry demonstration bases in Shijiazhuang, Baoding and Tangshan. Cultivate and expand the characteristic industrial clusters of Gaobeidian, Dacheng, Renqiu, Guangping, Shahe, etc., and form an industrial development layout of "one district, three bases and multiple supports" for nearly zero energy buildings. Support enterprises to build technological innovation centers and manufacturing innovation centers above the provincial level, and improve the industry standard system. Promote the deep integration of industries, support leading enterprises to penetrate and extend upstream and downstream industries, and strive to reach 1 trillion yuan in output value of the entire industry chain by 2025.

Build an infrastructure system that supports green development. System layout new infrastructure, speed up the construction of fifth-generation mobile communication (5G) facilities. Combined with the implementation of urban renewal actions, a general survey of existing municipal infrastructures, and the use of new technologies to upgrade urban water, electricity, and heating infrastructure. Promote the construction of urban disaster prevention, mitigation and relief systems, strengthen fire safety management in key places, and promote the construction of emergency shelters. Coordinate the promotion of coal-to-electricity, coal-to-gas, and central heating substitution, and accelerate the construction and transformation of rural power grids, natural gas pipeline networks, and heating pipeline networks.

Improve the level of green construction and green protection of historical and cultural resources. Carry out the creation of green construction demonstration projects. Vigorously develop prefabricated buildings and focus on the construction of steel-structure prefabricated houses. By 2025, newly built prefabricated buildings will account for more than 30% of the newly built building area that year. Strictly control construction site dust and noise, and promote the reduction of construction waste. Promote the transformation and upgrading of the traditional construction industry, cultivate a group of "specialized and new" enterprises, promote the "Internet + construction vocational training" method, and do a good job of piloting the civil construction engineering architect responsibility system in Xiong'an New District. Protect and cultivate a team of traditional craftsmen, and inherit traditional green building methods.

It is understood that as of the end of September, Hebei Province has started 57 new construction projects with zero energy consumption this year, with a construction area of 1.0345 million square meters. The province has built a total of 194 nearly zero-energy building projects with a construction area of 5,481, 000 square meters, which is the country's leading construction area. This year, 20.904 million square meters of prefabricated buildings were newly built in cities and towns, accounting for 28.97% of the above-ground building area. Not long ago, the Provincial Department of Housing and Urban-Rural Development and 9 departments jointly issued the "Implementation Opinions on Accelerating the Industrialization of New Buildings" to promote the green development and high-quality development of urban and rural construction, and to promote the comprehensive transformation and upgrading of the construction industry with the industrialization of new buildings.
