16 departments in Xinjiang jointly promote the development of prefabricated buildings

Recently, The Xinjiang Autonomous Region Housing and Urban-Rural Development Department and other 16 departments jointly issued opinions, clearly putting forward the work objectives, key tasks, supporting policies and guarantee measures for promoting the development of prefabricated buildings in the region during the "14th Five-Year Plan" period, and further promoting the development of prefabricated buildings in the autonomous region.


According to opinions, the main goals for the development of prefabricated buildings in the autonomous region during the "14th Five-Year Plan" period are: In 2021, in the 14 active areas identified by the autonomous region, prefabricated buildings accounted for more than 15% of the newly built construction area, and other encouraged areas accounted for more than 10%. In 2025, the prefabricated buildings in the district will account for 30% of the newly built building area.


During the "14th Five-Year Plan" period, the prefabricated buildings in the whole district should do the following six key tasks: vigorously promote prefabricated buildings in government-invested public buildings, civil buildings and real estate development projects. Improve the technical standard system, promote standardized parts and components; promote the agglomeration and development of the prefabricated construction industry, accelerate the cultivation of national and autonomous regional prefabricated building industrial bases; improve the engineering construction organization and quality and safety management system that adapt to the development of prefabricated buildings. Improve the prefabricated building evaluation mechanism, establish a prefabricated building statistical analysis platform and evaluation expert database; accelerate the training of professional and technical personnel, encourage and support colleges and vocational schools to set up prefabricated building-related majors and courses, and promote school-enterprise cooperation.


The opinions also put forward 9 related preferential support policies, including tax incentives, financial support, floor area ratio support, urban infrastructure supporting fee reductions, financial support, lowering of the regulatory retention ratio of commercial housing pre-sale funds, and early pre-sales.


In terms of safeguarding measures, the opinions are clear. All localities should improve the working mechanism, strengthen the coordination of departments, and strictly implement the regulatory requirements for project approval, land supply, construction drawing review, bidding, issuance of construction permits, and quality supervision.
