The reporter learned from the Zhongshan Housing and Urban-rural Construction Bureau that recently the Bureau officially issued the "Notice on the Implementation of Building Area Support Measures for Prefabricated Building Projects" (hereinafter referred to as the "Notice"). This "Notice" will come into effect on the date of issuance, and will be valid until December 31, 2025.

According to the "Notice", the implementation target of supporting and rewarding building area is the construction project that the construction unit voluntarily adopts prefabricated buildings on its own land and has passed the prefabricated building evaluation. It does not include land use planning conditions, land allocation, bidding, auction and listing documents and corresponding contracts that require the implementation of prefabricated construction projects, as well as government-invested new buildings and projects included in the city's affordable housing construction plan.

For projects that meet the conditions and voluntarily adopt prefabricated buildings. Those who reach the basic, A, AA, and AAA evaluation levels of the Guangdong Province "Assembled Building Evaluation Standard" will be awarded 2.7%, 2.8%, 2.9%, and 3.0% of the total construction area of the project, excluding the capacity of the construction area.

The reporter has noticed that within the same land, the cumulative building area excluding capacity of the award shall not exceed 3% of the total area of the prefabricated building, and the cumulative building area shall not exceed 5,000 square meters. It is worth mentioning that the supporting and rewarding building area is not included in the pre-sale scope, and the corresponding part must be a fully functional commercial and residential unit. The area not included in the pre-sale scope shall not be less than the area of the award building.

In addition, for projects that voluntarily apply for the implementation of prefabricated buildings and have been awarded building area, if the prefabricated buildings are not implemented as required, the Municipal Housing and Urban-Rural Development Bureau will take the lead in coordinating with the natural resources department to deal with them in accordance with relevant laws and regulations and regulatory agreements.
