Hebei Province dispatches passive ultra-low energy consumption buildings and other development work

On October 29, the Office of the Leading Group for the Development of the Passive Ultra-Low Energy Building Industry of Hebei Province organized a meeting to dispatch and supervise the development of passive ultra-low energy buildings, green buildings and prefabricated buildings across the province. The meeting required that all localities should earnestly strengthen their sense of urgency and responsibility, step up project planning and implementation, take the initiative to face difficulties, focus on key points, make up for shortcomings, strengths and weaknesses, and ensure high-quality completion of various goals and tasks throughout the year. Wu Tie, deputy director of the Provincial Leading Group Office for the Development of the Provincial Passive Ultra-low Energy Building Industry, member of the Party Group of the Provincial Department of Housing and Urban-Rural Development, and chief planner, attended the meeting and deployed the work.

The meeting pointed out that as of now, 60 passive ultra-low energy building projects have been started in the province this year, with a building area of 1.0797 million square meters; a total of 197 passive ultra-low energy building projects with a building area of 5.5226 million square meters have been built. The three cities of Cangzhou, Qinhuangdao, and Shijiazhuang exceeded the annual mission goals ahead of schedule, and explored more experience and practices, which are worth learning from. From January to September this year, the green building area of the province's cities and towns was 37,761,700 square meters, accounting for 99.17% of the newly built building area. The proportion of green buildings in Qinhuangdao, Cangzhou, Xingtai, Handan and Xinji has reached 100%. Up to now, the aboveground area of newly built prefabricated buildings in cities and towns in the province is 19,892,200 square meters, accounting for 28.97%. Among them, Shijiazhuang, Qinhuangdao, Tangshan, Cangzhou, and Handan account for more than 30%.

The meeting requested that all localities should consolidate their responsibilities and accelerate the construction of passive ultra-low energy consumption buildings. Local measures should be formulated according to local conditions, especially government-invested or government-invested projects can be planned and constructed in accordance with passive ultra-low energy buildings, and support policies for land transfer, development and sales are implemented. It is necessary to strengthen supervision to ensure the quality of project construction.

To continue to promote the high-quality development of green buildings, it is necessary to strictly implement the star-level requirements for green buildings in the "Regulations on Promoting the Development of Green Buildings in Hebei Province". Strengthen the management of green building signs, carry out the identification and award of two-star and one-star signs, and recommend three-star green building signs to the Ministry of Housing and Urban-Rural Development.

To vigorously develop prefabricated buildings, it is necessary to implement the "Implementation Opinions on Accelerating the Industrialization of New Buildings", formulate a new building industrialization development plan for 2022, and decompose the tasks to relevant departments and districts and counties to promote the high-quality development of new building industrialization. Entrance management should be strengthened for projects under construction, and "look back" work should be continued for completed projects to ensure that the project is "worthy of its name."

The meeting emphasized that improving the quality of building green and low-carbon development is an important way to achieve carbon peak and carbon neutrality. All localities must increase their sense of urgency and responsibility, actively explore new ideas and methods, strictly implement various support policies, increase support, and step up project planning and implementation. Carefully find work difficulties and obstructions, grasp key points, make up for shortcomings, strengths and weaknesses, and ensure high-quality completion of various goals and tasks throughout the year. The Provincial Leading Group Office for the Development of Passive Ultra-low Energy Building Industry will pay close attention to the construction dynamics of each city, and according to the epidemic situation, it will send a supervision team to various places for supervision.
