Harbin City, Heilongjiang Province promotes prefabricated buildings to promote the transformation of the construction industry

In order to effectively promote the transformation and upgrading of the construction industry in Harbin, the Harbin Municipal Bureau of Housing and Urban-Rural Development recently issued the "Notice on Further Clarifying the Evaluation Index and Related Work Requirements of the Implementation Scope of Prefabricated Buildings." According to the "Notice", Harbin's new government-invested construction projects, affordable housing, shantytown renovation projects, bridges and other municipal infrastructures should be constructed in a prefabricated manner. The proportion of the above-ground building area of real estate development and construction projects within the urban area using prefabricated construction methods shall not be less than 20%, and the annual growth rate by 2025 shall not be less than 5%.

Prefabricated construction refers to the transfer of a large amount of on-site work in the traditional construction method to the factory. Building components and accessories (such as floor slabs, wall panels, stairs, balconies, etc.) are processed in the factory and transported to the construction site, and assembled and installed on-site through reliable connections. Compared with traditional cast-in-place construction, prefabricated buildings have certain advantages. For example, prefabricated buildings can save labor, improve construction efficiency, and make the construction site more environmentally friendly through advanced design, factory prefabrication and assembly construction.

According to the "Notice", new government-invested construction projects, affordable housing, shantytown renovation projects, bridges and other municipal infrastructures should be constructed in a prefabricated manner. Harbin City encourages industrial buildings below Category C (including Category C) fire hazard to use prefabricated buildings; actively promote prefabricated construction in the construction of underground comprehensive pipe corridors. Among the above projects, public buildings with a total above-ground construction area of less than 5,000 square meters and residential construction projects of less than 10,000 square meters are not required for prefabricated construction.

The "Notice" clarifies the project within the scope of implementation. The proportion of prefabricated building area and assembly rate requirements should be specified in the site selection opinion, planning conditions, and construction project planning permit, and implement it in the land transfer contract or land allocation decision. Relevant departments should strengthen the supervision and management of design, construction, supervision and other units, and strictly control the aspects of construction drawing review, quality supervision, and completion acceptance to ensure that prefabricated construction projects are implemented in accordance with regulations.
