By 2025, prefabricated buildings will become the main construction mode of Qingyuan City. A few days ago, the "Fourteenth Five-Year Plan for the Development of Prefabricated Buildings in Qingyuan City (Draft for Soliciting Comments)" (hereinafter referred to as the "Draft for Soliciting Comments") put forward the breakthrough in projects such as affordable housing and government-invested public buildings. Give full play to the demonstration and leading role of Yanhu New City and provincial vocational education bases and other key construction areas, and promote the development of prefabricated buildings in the city in stages, steps, and regions.

The prefabricated building is like building a house like "building blocks". The beams, columns and other components are prefabricated in the factory and then assembled on the construction site. Compared with traditional construction methods, the amount of prefabricated building templates is reduced by about 85%, the amount of scaffolding is reduced by about 60%, the amount of plastering works is reduced by about 25%, water is saved by about 40%, electricity is saved by about 10%, consumables are saved by 40%, and garbage on the construction site is reduced by about 70%.

During the "Thirteenth Five-Year Plan" period, Qingyuan City has 10 prefabricated construction projects, of which 9 are located in the downtown area (2 are located in the high-tech zone), and 1 is located in Fogang County. The cumulative construction area is 408,800 square meters, of which 330,300 square meters of prefabricated buildings will be newly started in Qingyuan City in 2020. At present, Qingyuan City currently has 3 assembly-type parts and parts production bases, including 2 concrete parts and parts production bases and 1 steel structure parts and parts production base.

The "Draft for Comments" proposes that by the end of 2023, the area of newly constructed prefabricated buildings in the central urban areas of Qingyuan (Qingcheng District, Qingxin District) will account for more than 20% of the area of newly built buildings. In other regions, it reaches more than 15%, of which the prefabricated construction area of government-invested projects accounts for more than 30%. By the end of 2025, the area of newly constructed prefabricated buildings in the central city of Qingyuan will account for more than 30% of the newly built building area, and more than 20% in other areas. Among them, the prefabricated building area of government-invested projects will reach more than 50%. Establish a policy system, standard system, technical system, talent system and management system that adapt to the development of prefabricated buildings, and basically form a good market-led work situation. Prefabricated buildings have become the main construction mode of Qingyuan.

The "Draft for Solicitation of Comments" divides Qingyuan City into 8 prefabricated building planning districts: Qingxin District, Qingcheng District, Yingde City, Fogang County, Yangshan County, Lianshan County, Lianzhou City, and Liannan County. It is planned that by 2023, the proportion of prefabricated buildings in Qingcheng and Qingcheng is 20%, and the proportion of other counties (cities, districts) is 15%. Among them, by 2022, the government will account for 30%; by 2025, the proportion of Qingcheng and Qingxin prefabricated buildings will be 30%, and the proportion of other counties (cities, districts) will be 20%, of which the government will account for 50%.

13 areas as key areas for prefabricated construction in Qingyuan City

The plan divides the types of prefabricated construction projects in Qingyuan City into four categories: residential projects, public projects, industrial projects and municipal projects, and corresponding implementation guidelines are given respectively.

Actively promote prefabricated concrete structures and steel-concrete composite structures in the construction of affordable housing and commercial housing; rural houses, multi-storey residential buildings, high-rise residential buildings, large-span residential buildings, etc., are recommended to adopt prefabricated steel structures. Vigorously promote the use of steel structure buildings in large public buildings, and give priority to the use of steel structure buildings or steel-concrete composite structures in public projects such as education, culture, and sports facilities. Advocate the development of modern prefabricated wood structure buildings in areas such as scenic spots, gardens and landscapes, and antique buildings. Vigorously promote the use of steel structure buildings in large-span industrial buildings. The prefabricated steel structure is recommended for municipal facilities and rail transit projects, and the prefabricated concrete structure is recommended for the urban integrated pipe gallery.

The special plan selects a total of 13 areas as the key areas for prefabricated construction in Qingyuan City. The specific areas are as follows:

Central City District (4): Guangqing Cooperative Industrial Park, Changlong Area, Yanhu New City, and Vocational Education City Phase III. Fogang County (1): Guangqing Industrial Park (Shijiao Area); Yingde City (3): Shunde Qingyuan Cooperation Zone Industrial Group, Jiangwan Group, Yinghong New District. Yangshan County (2): Yangshan Airport Area and Chengdong Area; Lianzhou (2): Chengxi Area, National Industrial Park; Lianshan County (1): Western Ecological Cluster.

2 new production bases for concrete prefabricated parts and components were added

There are 2 existing concrete parts production bases in Qingyuan City. From the perspective of regional balance and reasonable deployment, according to the construction needs of prefabricated concrete buildings in each county (city, district), a total of 2 new concrete prefabricated parts production bases are planned this time, one for the short-term and one for the long-term. It can basically meet Qingyuan's recent production capacity demand of 340000 m³ and long-term 669,000 m³.

It is planned to build a new concrete parts production base in Yangshan County in the near future, with a planned land area of 6.0ha and a designed production capacity of 150000 m³. It can meet the requirements of 61,000 m³ in Yangshan County, Qingxin District, Lianshan County, Lianzhou, and Liannan County in the near term, and 119,000 m³ in the long term. The remaining capacity can radiate to cities such as Zhaoqing and Shaoguan.

It is planned to build a new concrete component production base in Qingxin District in the long-term, with a planned land area of 6.0ha and a designed production capacity of 200,000 m³. The service scope is mainly in the central city and nearby areas such as Yingde City.
