Prefabricated buildings are a major trend in the current green development of the construction industry. A few days ago, the Municipal Housing and Urban-Rural Construction Bureau issued the "Qingdao Municipal Prefabricated Building Construction Management Measures (Draft for Solicitation of Comments)" to further strengthen the overall construction management of prefabricated buildings and promote the improvement of the quality of prefabricated buildings.



The draft for comments mentioned that the construction unit should prepare the construction project design plan in accordance with the policy documents and planned construction conditions. In the general design description, it is clear that the unit project, area, application ratio, assembly rate and other related information of the prefabricated building should be implemented. After the completion of the construction project design plan and before the "Construction Project Planning Permit" is processed, the pre-evaluation of prefabricated buildings will be organized, and the projects that pass the pre-evaluation can enjoy relevant preferential and incentive policies.


At the same time, prefabricated construction projects should be constructed in the form of general contracting; projects that must be tendered in accordance with the law can be contracted out by means of inviting tenders upon approval. Promote the in-depth integration of design, production, and construction, and encourage relevant units to provide consulting services throughout the process. The general contractor of the project shall establish a quality management system, an occupational health and safety management system and an environmental management system covering the entire process of design, procurement, construction, and trial operation. Ensure the quality, functions and characteristics of the project's products and services, and meet the requirements of the contract and related parties. The general contractor of the project shall ensure a reasonable construction period and cost, and allocate the project funds in full and in time. The general contractor of the project is fully responsible for the quality of the prefabricated construction project.


The design unit shall design in accordance with policy documents, planned construction conditions and engineering construction standards. The construction drawing design documents should include a prefabricated building design special chapter, which should include the structure type, assembly rate, application ratio, prefabricated component types, positions, and connection node construction methods of the prefabricated building project. It also clarifies the area of the prefabricated concrete sandwich thermal insulation exterior wall panel, including the parts used in the prefabricated building and the corresponding score value, and puts forward specific technical requirements for the size of the prefabricated component, the node structure, the decoration and the pre-embedding of the mechanical and electrical installation. Realize the standardization and integration of prefabricated building design. The design unit is responsible for the accuracy and rationality of the fabricated building area calculation and assembly rate calculation.


The design unit should adopt BIM (Building Information Modeling) technology in the design process of prefabricated building projects to strengthen the collaborative work of various disciplines, and effectively enhance the connection with the factory production of parts and components. Promote the integrated design of architecture, structure, equipment pipeline, decoration and other disciplines through digital design methods, improve the integrity of the building, avoid secondary split design, ensure that the design depth meets the requirements of production and construction, and give full play to the comprehensive advantages of new building industrialization system integration.


The draft for comments also mentions that the construction drawing review agency should review (spot check) construction drawings in accordance with policy documents, planned construction conditions and engineering construction standards. For those that do not meet the requirements of the application area ratio and assembly rate of prefabricated buildings, and the depth of the prefabricated building design is not enough, the construction drawing review agency shall not obtain a construction drawing review (spot check) qualification certificate. If the change of construction drawing design documents involves major changes such as the prefabricated building structure system and assembly rate changes, the survey and design documents after the change shall be uploaded to the construction drawing information management system.


In response to the incentive policy, the draft mentions that the construction unit of the prefabricated construction project under construction can voluntarily declare the construction industrialization demonstration project in Qingdao. Recommended by the district (city) housing and urban-rural construction department, approved by the Municipal Housing and Urban-Rural Construction Bureau, it is listed as a demonstration project of Qingdao's construction industrialization. In addition, when the construction unit applies for exemption of construction waste disposal fees for prefabricated construction projects, it is necessary to provide the plot "Qingdao Prefabricated Building Evaluation Opinions", and according to the proportion of the prefabricated building area of the plot, part of the construction waste disposal fee is exempted. For single buildings that implement prefabricated construction projects, those who meet the following conditions can apply for a pre-sale permit for commercial housing: (1) Where the construction progress of the proposed pre-sale house has reached plus or minus zero, and the development and construction funds invested have reached more than 25% of the total investment. (2) The construction schedule and the completion and delivery date have been determined.
