The promotion of prefabricated buildings in Heilongjiang Province is increasing year by year

In recent years, the Department of Housing and Urban-Rural Development of Heilongjiang Province has always regarded the development of prefabricated buildings as an important starting point for achieving green development, transformation and upgrading of the construction industry. By adopting measures such as strengthening policy guidance, leading demonstration projects, and organizing publicity and training, the promotion of prefabricated construction projects has been increased year by year, and the province has promoted a total of 2.0755 million square meters of prefabricated construction projects during the 13th Five-Year Plan.

Strengthen policy guidance and clarify tasks and objectives. After the "Implementation Opinions on Promoting the Development of Prefabricated Buildings" issued by the General Office of the Provincial Government in 2018, the Provincial Department of Housing and Urban-Rural Development, together with relevant departments, successively issued the "Notice on Clarifying Construction Requirements for Prefabricated Buildings in the Land Transfer Phase", "Notice on Accelerating Several Policies and Measures to Promote the Development of Prefabricated Buildings" and other policy documents. Clearly incorporate the prefabricated building into the land supply plan and implement it in the land use contract. In 2021, together with 14 provincial departments, the "Notice on Several Policies and Measures to Accelerate the Development of Prefabricated Buildings" will be issued. Formulate twelve supporting policies and five promotion measures including floor area ratio, pre-sale of commercial housing, deposits, preferential taxes and fees, financial support, etc., to encourage and guide the development of prefabricated buildings in various regions. Adhere to the classification of policies, divide the province into key promotion areas, active promotion areas and moderate promotion areas, and rationally arrange the targets and tasks of the "14th Five-Year" in various regions according to local conditions. At the same time, 13 local standards and guidelines including "Heilongjiang Province Prefabricated Concrete Structure Engineering Construction Quality Acceptance Standards" and "Heilongjiang Province Prefabricated Building Assembly Rate Calculation Rules (Trial)" have been formulated successively, and a relatively complete technical standard system has been basically established.

Strengthen the cultivation of production capacity and build industrial bases. Guide the transformation of prefabricated construction related enterprises, build cooperation platforms, and actively cultivate local large-scale commercial concrete production companies, traditional building materials companies, steel structure companies, and construction companies to develop into prefabricated construction bases. Up to now, the province has built 6 national prefabricated construction industrial bases and 8 provincial prefabricated construction industrial bases. Based on the industrial base, it is initially formed, integrating R&D, design, production and construction, with an annual production capacity of 580,000 cubic meters of PC components and 260,000 tons of steel structural components. It can meet the application of 3.8 million square meters of PC structure and 2.8 million square meters of steel structure prefabricated construction.

Strengthen publicity and training to promote technology application. Organize to participate in the national and provincial prefabricated building expos to strengthen exchanges and learning, organize prefabricated building propaganda groups to carry out technical propaganda in various places, and improve the ideological understanding of construction industry practitioners. Strengthen the skill training of industrial workers, organize and carry out the skill training of prefabricated construction workers and the professional skill competition of prefabricated construction workers on a regular basis every year. Build a school-enterprise cooperation bridge to provide a platform for enterprises to train prefabricated construction talents.

Strengthen supervision and assessment to promote project implementation. The "Heilongjiang Province Green Town Construction Evaluation Index System" was issued to promote the transformation of urban construction management to a green development mode. Establish a work quarterly reporting system and an annual assessment mechanism, strengthen the supervision of key cities, and guide all regions to further formulate policies and measures for prefabricated construction in the region, forming a policy stacking effect, and ensuring that the policy is implemented.
