On September 26, the 29th meeting of the Standing Committee of the 13th Anhui Provincial People's Congress reviewed the "Anhui Province Green Building Development Regulations (Draft Revised Draft)" (hereinafter referred to as the Regulations). It is worth noting that the "Regulations" provide for the green transformation of existing civil buildings, encouraging the transformation of old communities in cities and towns to simultaneously implement the green transformation of buildings. In addition, the "Regulations" intend to stipulate that if the housing provident fund loan is used to purchase green buildings above the minimum standard, the provident fund loan limit can be increased by up to 20%.


Renovation of old communities, encourage simultaneous implementation of green building renovations


Green building refers to a high-quality civil building that saves resources, protects the environment, reduces pollution, provides people with healthy, applicable and efficient use of space, and realizes the harmonious coexistence of man and nature. The "Regulations" provide for green building planning, construction, operation, renovation, technology promotion and application, guidance and incentives, and supervision and management activities.


How to carry out green transformation of existing civil buildings? The "Regulations" encourage the implementation of green building renovations in the reconstruction of old communities in cities and towns. According to the requirements, the people's government at or above the county level should formulate policies and prepare plans to promote the renovation of existing civil buildings with reference to green building standards. Existing public buildings shall undergo energy-saving renovations at the same time when they carry out maintenance of the envelope structure and the renewal of the energy-using system, and the renovation shall be encouraged with reference to the green building standards. The office buildings of state agencies and government investment or other public buildings mainly invested by the government shall be included in the renovation plan first, and the renovation cost of the office buildings of state agencies shall be included in the fiscal budget of the same level by the people's government at or above the county level.


Purchase of green buildings, provident fund loan limit can rise


At the level of guidance and incentives, according to regulations, people’s governments at or above the county level should incorporate the development of green buildings into the regional national economic and social development plans. Improve support policies for finance, banking, land, planning, and construction, and incorporate the completion of green building development goals into the government’s goal management performance assessment. The people's governments of provinces and cities divided into districts shall incorporate the development of the green building industry into the strategic emerging industry development plan. People’s governments at or above the county level and their relevant departments formulate incentive policies in accordance with local conditions in accordance with industrial development plans to promote the development of the green building industry.


The "Regulations" propose that the following supporting policies shall be implemented for the construction, purchase and operation of green buildings: The building area of the thermal insulation layer on the outer wall of the building shall not be included in the building floor area ratio. For civil buildings that use renewable energy such as solar energy, shallow geothermal energy, biomass energy, air energy, etc., when calculating the energy consumption of the building, the amount of conventional energy substitution will deduct the corresponding energy consumption. Newly-built civil buildings that implement roof greening shall be converted into auxiliary green area in accordance with relevant regulations. For commercial housing projects that meet the requirements of prefabricated buildings, if the building area of the prefabricated part of the exterior wall does not exceed 3% of the total planned building area of the individual units of the prefabricated building, it will not be included in the calculation of the plot ratio of the transaction. For those who use housing provident fund loans to purchase green buildings higher than the minimum standard, the housing provident fund loan limit can be increased by up to 20%, and the specific ratio shall be determined by the housing provident fund management department of the city divided into districts. And other support policies formulated by people's governments at or above the county level based on local conditions.


Those that do not meet the relevant requirements of the green building standard grade shall not pass the completion acceptance


The "Regulations" stipulate that when conducting consultation, design, construction, supervision, inspection and testing, purchase of materials and equipment, and related bidding activities, construction units shall clearly indicate to relevant units the green building standard grades or parameter requirements for construction projects. When organizing the completion acceptance of the project, the building shall be checked and accepted whether it meets the green building standard grade; those that do not meet the relevant requirements of the green building standard grade shall not pass the completion acceptance. If the construction unit does not clearly indicate the green building standard grade or parameter requirements of the construction project when carrying out consultation, design, construction, supervision, inspection and testing, material and equipment purchase and related bidding activities, or fails to check whether the building meets the green building standard grade. Or, if a construction project that does not meet the relevant requirements of the green building standard grade passes the completion acceptance, the city management department of the people's government at or above the county level shall order it to make corrections within a time limit and impose a fine of between 200,000 yuan and 500,000 yuan.


In addition, according to the requirements, the design unit shall carry out the engineering scheme design and construction drawing design in accordance with the requirements of the green building standards. The construction drawing design documents shall include the content of the green building design special chapter. If the regulations are violated, the project plan design and construction drawing design are not carried out in accordance with the requirements of the green building standards, or if the construction drawing design documents do not contain the content of the green building design special chapter, the city management department of the people's government at or above the county level shall order it to make corrections within a time limit and impose a fine of 100,000 to 300,000 yuan.
