In order to accelerate the development of prefabricated buildings in Kaifeng City, on the afternoon of September 23, 2021, staff from the Science and Technology Building Materials Section of Kaifeng Housing and Construction Bureau went to Henan Hongyuan Housing Industrialization Technology Co., Ltd. to carry out prefabricated building development guidance services.

Henan Hongyuan Housing Industrialization Technology Co., Ltd. is a key enterprise attracting investment by the government of its jurisdiction. It covers an area of nearly 400 acres and has a planned total investment of 1 billion yuan. At present, the 27,500 square meters of the first phase of the plant has basically been completed, with 2 PC automated production lines and 1 fixed mold table production line, with an annual production capacity of 400,000 cubic meters of PC components. There are 2 ready-mixed mortar production lines with an annual production capacity of 800,000 tons of machine-made sand, 400,000 tons of dry mortar and gypsum mortar.

The person in charge of the enterprise stated that the development policy of prefabricated buildings in Kaifeng City is relatively complete. The municipal government requires all counties (districts) to actively carry out the construction of pilot projects, and relevant bureaus and committees have clear division of responsibilities. For example, the Municipal Finance Bureau and the Municipal Development and Reform Commission implement the financial subsidy policy. Implement the relevant special fund subsidy regulations of the "Provincial Energy Conservation and Resource Recycling Special Funds and Project Construction Management Measures in Henan Province", and guide and help enterprises to actively apply for provincial financial support. Set up a special fund for the development of prefabricated buildings in Kaifeng City to support the development of prefabricated buildings in technological innovation, standard improvement, pilot demonstrations, industrial bases, publicity and training, etc. The Municipal Bureau of Natural Resources and Planning implements land security. Newly-built affordable housing projects with a total construction area of 50,000 square meters and above should all be constructed with prefabricated construction technology, and the proportion of residential quarters with a total construction area of 50,000 square meters and above using prefabricated construction technology should reach more than 50%. Public buildings invested by the government or state-owned enterprises, and other public buildings with a total construction area of 20,000 square meters or more shall be constructed using prefabricated construction technology. For the above projects that should be constructed using the prefabricated construction method, relevant indicators such as the assembly rate of prefabricated buildings should be stated in the land supply plan, transfer announcement, transfer contract or allocation decision. The Municipal Ecological Environment Bureau implements environmental protection support. For prefabricated construction projects with an assembly rate of more than 50%, during the period of early warning and control of heavy pollution weather, under the strict implementation of the "six hundred percent" requirements, operations can continue as needed.

After understanding, the main difficulties of the company are: first, the lack of prefabricated construction projects; second, the infrastructure is not perfect, mainly the power, sewage pipe network, and natural gas are not connected. The third is the downturn in the real estate market, mainly due to poor payment conditions and vicious competition in advance payment and progress settlement.
