By the end of 2021 realize the new affordable housing, commercial housing, dormitory (apartment) buildings in the urban centers of Nanning, Liuzhou and Yulin, and new hospitals, hotels and office buildings with a single building area of more than 20,000 square meters, and new school buildings with a single building area of more than 5,000 square meters should adopt the "three boards" system as required. By 2023, the prefabricated construction method will account for more than 30% of the newly built large and medium-sized buildings invested by state-owned funds. We encourage other state-owned investment projects to adopt the prefabricated construction method; gradually increase the proportion of prefabricated construction for real estate projects. Promote prefabricated decoration and increase the proportion of full decoration in real estate development and construction projects year by year. At the same time, promote the application of green building materials and assembly-based green construction methods.

Prefabricated projects will enjoy more support policies. The "Draft for Solicitation of Opinions" proposes that for projects constructed by prefabricated construction methods, the "green channel" can be given priority to go through relevant procedures such as project initiation, program approval, and pre-sale permits.
